About this file
This document is a Questions and Answers (Q&A) response document for Request for Response (RFR) PRF80, issued by the Department of Higher Education/Operational Services Division (DHE/OSD) in Massachusetts, related to Technology-Based Behavioral Health Services. The document captures a series of clarification questions from a potential bidder about the requirements, submission guidelines, and scope of the RFR, with official responses from the governmental agency.
The RFR seeks technology-based behavioral health services for educational institutions, with a focus on online psycho-educational learning services that support drug and alcohol prevention and mental health support. Key details include requirements for providers to demonstrate compliance with mandatory standards, provide pricing models with volume and tiered discounts, maintain professional liability coverage, and have the capability to support students domestically (with international support being preferable but not mandatory). The document indicates that all information submitted may be publicly discoverable, and providers must include references in their text response. The agency expects self-audits of internal documentation to occur at least annually and does not require unique telephone lines for each college or university participating in the contract.
