National Razor Wire Contract Razor Wire Supplies
Federal Bureau of Prisons
Statement of Work
BACKGROUND
The Federal Bureau of Prisons (Bureau) is an agency of the Department of Justice (DOJ). It consists of 122 institutions throughout the United States, including Hawaii and Puerto Rico;
6 regional offices, a Central Office (headquarters), 2 staff training centers, and 26 Residential Reentry Management offices.
This national contract is being established to ensure the quality and uniformity of required razor wire supplies used throughout the Bureau of Prisons facilities. Installation of this razorwire will be performed by Bureau of Prisons staff.
This contract shall be a Base with 4 (four) additional option years.
I. MATERIALS - GENERAL
a) SUMMARY
(1) This section includes barbed tape barrier materials for the perimeter security fences or other designated locations for the Federal Bureau of Prisons.
b) REFERENCES
(1) ASTM A 176 - Specification for Stainless and Heat-Resting Chromium Steel Plate, Sheet, and Strip.
(2) ASTM A 580 - Specification for Stainless and Heat-Resisting Steel Wire.
(3) ASTM A 121 - Standard Specification for Metallic-Coated Carbon Steel Barbed Wire.
(4) ASTM A 666 - Standard Specification for Annealed or Cold-Worked Austenitic Stainless Steel Sheet, Strip, Plate, and Flat Bar.
(5) ASTM F 1910 - Specification for Long Barbed Tape Obstacles.
(6) ASTM F 1911 - Standard Practice for Installation of Barbed Tape.
c) SUBMITTALS
(1) Product Data: Include manufacturers’ data, specifications and installation instructions for all components, materials and accessories.
II. PRODUCTS
a) NON-REINFORCED BARBED TAPE
(1) Barbed tape coils shall be 750 mm (30") in diameter, consisting of 51 loops. Tape shall be fabricated from ASTM A 666 spring quality austenitic stainless steel, minimum hardness of Rockwell (30 N) 50-55, nominal
0.64 mm (0.025") thick, nominal 30 mm (1.210") width prior to fabrication. Spacing between the attachment points when deployed shall be 12”.
(2) Clusters of four barbs having a maximum tip radius of 0.127 mm (0.005") shall be punched 100 mm (4") on center. Barb cluster width shall be 30 mm. Barb clusters shall have a minimum length of 30 mm (1.2"). Barb shall be alternately offset from the tape center line 4 mm - 12 mm (0.15"-0.45").
(3) Adjacent coiled loops shall be alternately clipped together or spot welded at five points of approximately equal radius spacing about the coil loop perimeter.
Welded attachments shall withstand a minimum 890N (200 lb.) load uniformly distributed about the periphery. The 750 mm (30") diameter coils and five point uniform radial connections shall interact to produce a concertina coil with a 300 mm (12") opening between adjacent coil loops.
(4) Provide jacketed steel wire rope attached along the entire length of the roll.
Attach wire to each coil loop to preset the maximum barbed tape opening and the 12.20 meters (50 feet) plus or minus 0.3 meter (1 foot) length.
b) WIRE-REINFORCED BARBED TAPE
(1) Barbed Tape Coils shall be 750 mm (30") in diameter, consisting of 101 loops. Tape shall be fabricated from ASTM 176 Stainless Steel strip hardened to Rockwell (30 N) 35- 40, 0.64 mm (0.025") thick, 25 mm (1") width prior to roll forming. Spacing between the welded attachment points when deployed shall be 12”.
(2) Clusters of four barbs having a maximum tip radius of 0.127 mm (0.005") shall be punched 100 mm (4") on center. Barb clusters shall have a minimum length of 30 mm (1.2").
Barbs shall be alternately offset from the tape center line 4 mm - 12 mm (0.15"-0.45").
(3) The stainless steel strip shall be permanently cold clenched around a 2.5 mm (0.098") diameter austenitic stainless steel core wire conforming to ASTM A-580, having a minimum tensile strength of 895 MPa (130 ksi). The barbed tape shall have a minimum 230 degree wrap about the core wire. Barbed tape clips placed around the circumference of the tape shall be such that adjacent loops are rigidly fixed, preventing any slippage of one past another at the point of attachment.
Clips shall be fabricated from 1.6 x 9.5 mm (0.065"x0.375") stainless steel and capable of withstanding a pull of 890N (200 lb.).
c) INSTALLATION TIES
(1) Wire Ties used to attach security coils to the chain link fabric, tension wire, and other rows of barbed tape shall be austenitic stainless steel, 175 mm (±25 mm long), [(7" ±1" long)], 1.57mm (16 gauge) thick, twistable ties.
(2) “Hog Rings” used to attach security coils to the fences shall be 2.5mm (12.5 gauge) stainless steel and shall be used to fasten barbed tape to chain link fabric, tension wire, and other rows of barbed tape.
d) GROUND STAKES
(1) Ground stakes will be #10M (#3) galvanized reinforcing rods 450 mm (± 25 mm) [(18" ±1")] long with a 180̊ end hook 125 mm (5") in length.
e) FABRICATION OF COILED BARBER TAPE
(1) The attachment of adjacent coil loops whether by welding or stainless steel clips shall be capable of withstanding a pull of 890N (200 lb.) at the point of attachment.
III. DELIVERY
A. Thirty (30) day delivery upon receipt of order, FOB destination.
IV. PROJECT COORDINATION
A. The BOP will appoint a Contracting Officer's Representative (COR) for this project. The COR is responsible accepting the materials provided for this requirement in accordance with the terms and conditions of this contract, providing direction to the contractor which clarifies the contract effort, fill ·1n details, or otherwise serves to accomplish the contractual scope of work, evaluates performance.
B. The COR does not have the authority to alter the contractor's obligations under the contract action, direct changes that fall within the changes clause, and/or modify any of the expressed terms, conditions, specifications, or cost of this agreement. If as a result of technical discussions it is desirable to alter/change the contractual obligations or requirements, the Contracting Officer shall issue such changes in writing under signature.
V. CONTRACTING AND ADMINISTRATIVE AUTHORITY
A. The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract, and not withstanding any provision contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustments will be made in the contract price, delivery schedule, terms or conditions to cover any increase in cost incurred as a result.
B. The contractor shall submit request for modifications to this contract to the Contracting Officer, with a copy of the request to the COR.Contractual problem, of any nature, that may arise during the performance of this contract must be handled in conformance with specific public laws and regulations (e.g., Federal Acquisition Regulation). Only the Contracting Officer is authorized to resolve such problems. Requests for information on the matters related to this contract action, such as explanations of terms and conditions or contractual interpretations, shall be submitted to the Contracting
Officer.
