ii. Pricing Schedule Quoters shall complete the CLIN pricing including: pricing per unit and the total cost to the Bureau to include the base plus 4 option years.

iii. Quoters shall complete the past performance questionnaire and any additional attachements.

B. Technical Volume (eMail pdf including):

i. Respond to each of the requirements in the Razor wire material Specifications of this document. Each response shall indicate how the specifications will be met. A simple “Will be met” or “Meets” is not sufficient without an explanation.

Evaluation

Evaluation of Quotes: In accordance with FAR 15.101-2, the award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards for non-price factors.

The Government intends to evaluate quotes and award a single contract without discussions with quoters. Therefore, the quoter's initial offer should contain the quoter's best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if determined to be necessary by the Contracting Officer.

Quoters will be evaluated on the following 2 (two) factors which represents the best value for the Government:

1. Price

The purpose of the evaluation is to allow the Government to assess the prices submitted. The government will evaluate the base plus four option years = total contract price

2. Technical

The Government will evaluate the quoters ability to meet all the specifications by evaluating the responses to confirm all specifications are met as outlined in the Statement of Work.

The quoter must provide the following 5 products. The government will use an “acceptable or unacceptable” evaluation of the responses:

Product Data: Include manufacturers' data, specifications and installation instructions for all components, materials and accessories.

Product shall meet or exceed the specifications. A detailed explanation is required. A simple “meets requirements” is not sufficient

Requirements/Deliverables:

1. NON-REINFORCED BARBED TAPE

1. Barbed tape coils shall be 750 mm (30") in diameter, consisting of 51 loops. Tape shall be fabricated from ASTM A 666 spring quality austenitic stainless steel, minimum hardness of Rockwell (30 N) 50-55, nominal 0.64 mm (0.025") thick, nominal 30 mm (1.210") width prior to fabrication.

Spacing between the attachment points when deployed shall be 12”.

2. Clusters of four barbs having a maximum tip radius of 0.127 mm (0.005") shall be punched 100 mm (4") on center. Barb cluster width shall be 30 mm. Barb clusters shall have a minimum length of 30 mm (1.2"). Barb shall be alternately offset from the tape center line 4 mm - 12 mm (0.15"-0.45").

3. Adjacent coiled loops shall be alternately clipped together or spot welded at five points of approximately equal radius spacing about the coil loop perimeter. Welded attachments shall withstand a minimum 890N (200 lb) load uniformly distributed about the periphery. The 750 mm (30") diameter coils and five point uniform radial connections shall interact to produce a concertina coil with a 300 mm (12") opening between adjacent coil loops.

4. Provide jacketed steel wire rope attached along the entire length of the roll. Attach wire to each coil loop to preset the maximum barbed tape opening and the 12.20 meters (40 feet) plus or minus 0.3 meter (1 foot) length.

2. WIRE-REINFORCED BARBED TAPE

1. Barbed Tape Coils shall be 750 mm (30") in diameter, consisting of 101 loops. Tape shall be fabricated from ASTM 176 Stainless Steel strip hardened to Rockwell (30 N) 35-40,

0.64 mm (0.025") thick, 25 mm (1") width prior to roll forming. Spacing between the weleded attachment points when deployed shall be 12”.

2. Clusters of four barbs having a maximum tip radius of 0.127 mm (0.005") shall be punched 100 mm (4") on center. Barb clusters shall have a minimum length of 30 mm (1.2"). Barbs shall be alternately offset from the tape center line 4 mm - 12 mm (0.15"-0.45").

3. The stainless steel strip shall be permanently cold clenched around a 2.5 mm (0.098") diameter austenitic stainless steel core wire conforming to ASTM A-580, having a minimum tensile strength of 895 MPa (130 ksi). The barbed tape shall have a minimum 230 degree wrap about the core wire. Barbed tape clips placed around the circumference of the tape shall be such that adjacent loops are rigidly fixed, preventing any slippage of one past another at the point of attachment.

Clips shall be fabricated from 1.6 x 9.5 mm (0.065"x0.375") stainless steel and capable of withstanding a pull of 890N (200 lb).

3. INSTALLATION TIES

1. Wire Ties used to attach security coils to the chain link fabric, tension wire, and other rows of barbed tape shall be austenitic stainless steel, 175 mm (±25 mm long), [(7" ±1" long)], 1.57mm (16 gauge) thick, twistable ties.

2. “Hog Rings” used to attach security coils to the fences shall be 2.5mm (12.5 gauge) stainless steel and shall be used to fasten barbed tape to chain link fabric, tension wire, and other rows of barbed tape.

4. GROUND STAKES

1. Ground stakes will be #10M (#3) galvanized reinforcing rods 450 mm (± 25 mm) [(18" ±1")] long with a 180̊ end hook 125 mm (5") in length.

5. FABRICATION OF COILED BARBER TAPE

1. The attachment of adjacent coil loops whether by welding or stainless steel clips shall be capable of withstanding a pull of 890N (200 lb) at the point of attachment.

Guarantees

The vendor must guarantee the quality of the product and that it meets the requirements. The vendor must also guarantee the warranty for defective products.

Past Performance

Past performance will be evaluated by the Contracting Officer only as it relates to Responsibility. Past performance information shall be obtained from any sources available to the Government to include, but not limited to, PPIRS or other databases, interviews with the program personnel, Contracting Officers, commercial clients. The quoter shall provide documentation on at least three(3) relevant contracts(including Federal, State, and local government, and private) for efforts similar to the Government requirement. To be determined responsible, a prospective contractor must meet the standards set forth in FAR 9.104-1.
