1. Question: Our experience at other Federal Prison sites is that it takes an average of 30 minutes to pass through the facility security gate, each time a driver enters the facility to service a container or compactor, because of the need to carefully check personnel credentials, make a detailed vehicle inspection, and to allow for other vehicle traffic entering the facility. Is that a reasonable estimate for the FMC Lexington, as well? What is the maximum time that should be anticipated?
Answer: Drivers should anticipate spending an hour inside the facility from the time they enter the rear gate to the time they exit with the last container being serviced. This includes all exchanges to and from the staging areas. There are extenuating circumstances such as fog, foul weather and lock downs in which may arise but are very limited.
2. Question: Will the Contractor be compensated for wait time inside the FMC facility when a driver is not allowed to leave the facility because of a facility Lock-Down? How often has the facility Lock-Downs occurred over the most recent 12 months?
Answer: The Contractor will not be compensated for wait time inside the facility. If a driver is not allowed to leave the secure confines of the institution because of a facility lock down, compensation will not be authorized. These are extenuating circumstances and they are very infrequent. The Government is not aware of any circumstances such as this in the last twelve months.
3. Question: In the Solicitation, on page 9 of 36, Location B, the SOW reads: “the contractor will switch the empty container with the fully loaded container and proceed to the rear gate with a fully loaded container. The driver will remain in the rear gate until a successful verbal count has been accomplished.” After container switch outs, when a Driver is at the rear gate waiting for approval to leave with a full container, what is the average Driver wait time to receive a successful “verbal count” before the Driver is allowed to leave the FMC Lexington? Is the “verbal count” referring to a prisoner count, ensuring all prisoners are accounted for before a large Roll off Container leaves the premises?
Answer: The count (inmate count) is cleared prior to the contractor entering the secure confines of the institution. The inmates are locked down while the driver and truck are moving throughout the institution. If something occurred (emergency or unforeseen circumstance) and the count or a re-count was initiated while the driver was already inside the institution then the driver would be required to remain inside the institution until the verbal count was clear or the chief of security grants authorization for the driver to leave.

Questions and Answers
4. Question: Regarding the number of compactors:
The Schedule of Services states requirements for a total of five 30-yard Self-Contained Compactors. The Statement of Work states requirements for one 30-yard Self-Contained Compactor, two Stationary Compactors with 30-yard Breakaway Compactor Boxes, and two 30-yard “Compactor/Container Units”.
A) Can you please confirm how many 30-yard Self-Contained Compactors are being requested in this Solicitation and where they are to be installed?
B) Can you please confirm that there should be NO Stationary Compactors in this Solicitation and that all compactors onsite should be Self-Contained Compactors.
5. Answer: The Government requires 5-30 yard self-contained compactors total. One will be at location A and B, two at the rear gate staging area while the remaining one will be at location D Atwood Camp. The Government is not requesting any stationary compactors. The Statement of Work will be revised to clarify this by the issuance of amendment 0001.
6. Question: Can you please verify that Marathon RJ-250 Self-Contained Compactors (or equivalent) are the type of Compactor Units being requested in this Solicitation?
Answer: The Government is requesting Marathon RJ-250 self-contained compactors or their equivalent. Currently on site there are Marathon RJ-250 and all necessary infrastructure to support this type of compactor. The Statement of Work will be revised to clarify this by the issuance of amendment 0001.
