Questions and Answers
1) SF1449 states that the applicable NAICS code is 562910; however, the NAICS code is listed as 541620 on RFP Page 103, Instructions to Offerors/ General Instructions / Introduction, Section m. Can the Government please confirm that the applicable NAICS code is 562910 with a size standard of $22M?
Answer: The NAICS code is 562910 with a size standard of 22M.
2) There is a Past Performance Questionnaire form provided on page 106 of the RFP. Is this form to be included in our proposal, or returned directly to NIH by the client? How many of these references are required?
Answer: Please provide at a minimum five to be filled out by client and emailed to stevenst@od.nih.gov
3) The proposal instructions contained on RFP pages 100 – 102 (Section 1. Technical Discussions) reference research and experimental design. Are these instructions applicable to the current solicitation?
Answer: The Research and Development language is not applicable.
4) A Past Performance Questionnaire is provided on page 106. Please clarify how many forms are to be submitted, and whether these are to be included with the proposal or submitted directly to the CO by the client.
Answer: Please provide at a minimum five to be filled out by client and emailed to stevenst@od.nih.gov
5) A) Do we need to provide equipment and materials to conduct sampling?
Answer 5A): Yes, the SOW states: Independently, and not as an agent of the Government, the contractor shall furnish all necessary labor, materials, supplies, equipment, analytical support, transportation and supervision, not otherwise provided by the Government, necessary to provide engineering and owner advocacy support services to the NIH, ORS, DOHS. It would be expected that the contractor would have IH sampling and analysis equipment.
5 B) If so, are these costs reimbursed under the miscellaneous category?
Answer 5B): Laboratory Analysis cost is in miscellaneous category as listed. Any equipment or materials purchased under this contract and charged to the government shall be kept in good repair and returned to the government as government property upon completion of the project. At the Government’s discretion, Government space and office equipment (computer, printer, desk, etc.) may be provided. Purchase of any equipment or material requires prior approval from the contract COR.
6) Are industrial hygienist technicians required to conduct work during nights and weekends?
Answer: Yes, There may arise situations where work during nights and weekends are required.
7) The Government states “The offeror must have at least five years of providing industrial hygiene support services using its own workforce (i.e. not using a subcontractor).” This eliminates young and successful small businesses from the competition. Would the government consider restating the criteria as:
1) “The offeror must have at least five years of experience providing industrial hygiene support services using its own workforce (i.e. not using a subcontractor).” or
2) “The offeror’s team must have at least five years of providing industrial hygiene support services using its own workforce (i.e. not using a subcontractor).”
Answer: No the government is not restating the criteria.
8) The SF 1440, block 10, and Solicitation/Contract Form, Para IV. specify North American Industry Classification System (NAICS) 562910 with Size Standard of $22M. Instructions to Offerors para m. stands in disagreement with this, identifying the NAICS as 541620 which would indicate a Size Standard of $16.5M. We believe 541620, as a consulting service primarily focused on developing plans, as opposed to physical remediation activities, is the most appropriate for this RFP. Can the Government clarify which of these NAICS apply?
Answer: The NAICS code is 562910 with a size standard of 22M.
