SCOPE OF WORK
PURPOSE
The City of Torrington is soliciting proposals to retain an environmental consultant team to complete the environmental assessment of the three (3) connecting 4.61-acre properties collectively identified as 52 Norwood St, Torrington, CT. The work included under this RFQ/RFP will be funded through a CT Department of Economic and Community Development (DECD)
Municipal Brownfield Assessment Grant awarded to the City of Torrington.
OVERVIEW
The Zeller Assessment Project is located on three (3) connected parcels at 52 Norwood St., Torrington. Previous environmental assessment work was conducted as recently as 2010 (See
REFERENCES). The property is subject to the Connecticut Property Transfer Act, and environmental contaminants identified on the property, if left unmitigated, will restrict the entire property to industrial/commercial use. The goal of the Zeller Assessment Project is to address these data gaps through additional environmental investigations, hazardous building material surveys, and a revised Remedial Action Plan, enabling the repurposing or redevelopment of much of the property for residential use.
DECD awarded the City of Torrington a Municipal Brownfield Assessment-Only Grant to enable the preparation of environmental assessments, a Remedial Action Plan, a Remedial Design, a
Hazardous Building Materials Survey, and a structural analysis and feasibility to help identify potential development options on the property.
