About this file
This is Addendum 1 to the Request for Qualifications and Request for Proposal (RFQ/RFP ZEA-039-040826) issued by the City of Torrington, Connecticut, for the Zeller Assessment Project. The City seeks an environmental consultant team to conduct comprehensive assessments of three combined parcels located at 52 Norwood Street, Torrington, Connecticut. The scope of work encompasses Phase II and Phase III environmental site assessments, a hazardous building materials (HBM) assessment, development of a remedial action plan (RAP), a building structural analysis and renovation feasibility study, and public meeting attendance. Key tasks include soil and groundwater investigation, evaluation of ADA accessibility and building systems, recommendations for historic property designation eligibility, and assessment of potential off-site contamination. The original RFQ/RFP was issued on March 4, 2026, with a question submission deadline of March 23, 2026, at 12:00 PM EDT and a bid opening scheduled for April 8, 2026, at 11:00 AM at City Hall, Room 206, 140 Main Street, Torrington, Connecticut. A site walk was conducted on March 19, 2026. All assessment deliverables must be completed within one year following contract execution.
This addendum addresses 37 questions submitted by prospective bidders regarding technical scope clarifications, submission requirements, site conditions, and regulatory compliance obligations. Pricing shall be submitted on an hourly rate sheet and expense schedule that remains in effect for the project duration; Connecticut DAS bill rates are not required. The City of Torrington is using grant funding of $200,000 from the Connecticut Department of Economic and Community Development (DECD) dedicated entirely to environmental consulting and building feasibility study activities. Respondents must demonstrate the ability to meet the proposed project timeline and include a detailed schedule for completing each task. The City reserves the right to accept or reject any or all bids and to award the contract based on the bid that best serves the public interest rather than the lowest price. Minority-Owned Businesses (MBEs), Women-Owned Businesses (WBEs), and Small Businesses (SBEs) are encouraged to apply. Inquiries should be directed to Pennie Zucco, Purchasing Agent, at 860-489-2225 or pennie_zucco@torringtonct.org.

Questions received in response to RFQ/RFP ZEA-039-040826:
1. QUESTION: Per the proposal requirements, firms must provide Attachment 3 – Acceptance of Terms of this Agreement. Can the City please provide a copy of the terms and conditions to review?
o ANSWER: The terms are contained within the RFQ/RFP itself. By submitting a bid response that includes a signed copy of Attachment 3: Acceptance of Terms of Agreement, the bidder acknowledges understanding all requirements in the
ZELLER ASSESSMENT PROJECT
52 Norwood Street
RFQ/RFP, including those in Attachment 3. There are no additional terms or conditions to provide for this RFQ/RFP.
2. QUESTION: Per the scope of work, Task 5: Building Structural Analysis and Renovation Feasibility Study. Item 1 references a “building structural analysis”. Please confirm this is intended to be a “structural evaluation” not an analysis of the lateral and/or gravity forces on the structure that would require calculations.
o ANSWER: Task 5 is to evaluate the building structure to determine suggestions for building stabilization and any improvements needed to repurpose the building for residential use.
3. QUESTION: Per the scope of work, Task 5: Building Structural Analysis and Renovation Feasibility Study. Item 2C – Please confirm if this item refers to ADA accessibility. If not, please clarify this task.
o ANSWER: Yes, ADA accessibility is one component that would be a requirement of Item 2C. Additional considerations for Item 2C could include the evaluation of fire and smoke monitoring and suppression, sewer & water connections, etc.
4. QUESTION: Per the scope of work, Task 5: Building Structural Analysis and Renovation
Feasibility Study. Item 2E – The eligibility of historic designation would not be determined by the structural consultant.
o ANSWER: The City of Torrington is not requesting a structural consultant to make a determination on eligibility for historic designation as part of this project. The City is seeking a qualified consultant to provide a recommendation on eligibility for historic property designation and, if eligible, to recommend potential funding sources and the necessary steps to achieve historic designation.
5. QUESTION: Per the proposal submission requirements, Envelope A is to contain the original Qualification Package, original Cost Proposal, and the thumb drive containing the entire bid package. Envelope B is to contain the Cost Proposal. Could you please confirm where the required “Exact Copy” of the Qualification Package and Cost Proposal should be placed? Should the copy be included in Envelope A, Envelope B, or submitted separately?
o ANSWER: Envelope A must contain one (1) original and one (1) exact copy of the Qualification Package. Refer to Page 13 – ATTACHMENT 1: Proposal Checklist.
6. QUESTION: Per the Envelope A requirements, firms are asked to provide “Demonstrated ability to meet the Proposed Project Timeline.” The Proposal Checklist references a “Proposed schedule and project timeline,” and the Evaluation Criteria indicates that firms will be evaluated on a proposed schedule. Please confirm whether Envelope A should
ZELLER ASSESSMENT PROJECT
52 Norwood Street include a proposed project schedule, a narrative explanation of our ability to meet the timeline, or both.

Proposed Project Timelines should indicate the timeframe for completing each Task as described in the Scope of Work.

The final determination for off-site investigation will be made by project requirements and in coordination with the City, Property Owner, and any off-site property owners with potential impacts.

27. QUESTION: The RBCRs include mandatory reporting requirements for Emergent Reportable Releases, Significant Existing Releases (SERs), and other historical releases subject to tiered reporting timelines (e.g., 24-hour, 72-hour, 120-day, and 365-day deadlines). Please clarify whether the consultant should include, within the scope and fee for Tasks 1–3, the evaluation of RBCR reporting triggers and the preparation/submittal of any required release notifications to CT DEEP, or whether the City intends to handle regulatory reporting directly.
o ANSWER: Respondents should include in the proposal a plan to comply with any required release notifications as a result of the RBCR.
28. QUESTION: The RFP requires all assessment deliverables to be completed within a one-year period following contract execution. Under the RBCRs, historical releases that are not remediated within certain timeframes, particularly the 120-day and 365-day deadlines, must be reported and may subsequently enter the RBCR tiering system. Please clarify whether the City anticipates initiating remediation within RBCR reporting timeframes, or whether consultants should assume that releases identified during Phase II/III may become subject to RBCR tier assignment while the City pursues funding, design, and procurement for subsequent remediation work. Because RBCR tier assignment may trigger additional regulatory oversight requirements, including potential Licensed Environmental Professional (LEP) certification, reporting, and compliance tracking, should consultants include potential LEP compliance costs associated with RBCR tiering in their pricing, or will the City address these costs under a future phase?
o ANSWER: Respondents should include in the proposal all cost estimates and recommendations for the city and property owner to make informed decisions to meet reporting requirements and remediation timeline requirements under the
RBCR.

o ANSWER: No. Refer to P. 5 of the RFQ/RFP: Envelope B must contain an Hourly Rate Sheet and Expense Schedule that will remain in effect for the duration of the project.
30. QUESTION: Would the City consider a proposal that includes minor comments or requested clarifications to certain contractual terms and conditions? If so, is there an opportunity for the City to review and provide feedback on these items prior to submission?
o ANSWER: No. The city will accept comments and clarifications as part of the full bid response package, but will not evaluate or respond to any other comments or clarifications beyond those submitted prior to the questions due date. The city
