BACKGROUND
HISTORY: St. Petersburg College (“SPC” or the “College”), located in Pinellas County, Florida, and established in 1927, is one of the oldest colleges in the 28-institution Florida College System (“FCS”). SPC is the first college in the FCS to become a four-year college issuing baccalaureate degrees beginning in 2001. SPC is governed by the Board of Trustees appointed to four-year terms by the Governor of Florida. The Board of Trustees appoints the College President who has administrative responsibilities for college operations.
ACADEMICS: Enrollment includes 43,223 students, including 38,006 credit seeking and 5,217 non- credit seeking (Source: www.spcollege.edu ). St. Petersburg College offers more than 100 academic programs, career training, and university transfer options at twelve locations throughout Pinellas County and online.
PROJECT OVERVIEW AND SCOPE: St. Petersburg College is seeking proposals from Florida state-licensed contractors for the renovation of the historic Palladium Theater, in accordance with the design specifications included in this Request for Qualifications.
PROPERTY INFORMATION SUMMARY: The Palladium is a historic theater located at 253 5th Avenue North in Downtown St. Petersburg, Florida. The venue comprises two entertainment spaces: Hough Hall and the Side Door Cabaret. Hough Hall, the primary focus of this renovation project, is an 850-seat main stage performance space renowned for its exceptional acoustics and rich historical ambiance. Recognized as a jewel within Tampa Bay’s performing arts community, Hough Hall hosts a variety of events, including classical music, jazz, blues, opera, theater, Celtic performances, acoustic sets, and dance.
The Side Door Cabaret, Tampa Bay’s critically acclaimed listening room, features 175 seats and offers audiences a unique opportunity to experience both established and emerging artists in an intimate nightclub setting.
Originally constructed in 1926 as the First Church of Christ, the Palladium Theater was designed by Howard Lovewell Cheney of Chicago and built by the George A. Fuller Construction Company. The building reflects the Italian Renaissance Revival style and encompasses 12,600 square feet. The interior retains much of its original design, fixtures, and finishes, preserving its historic character.
GENERAL CONDITIONS
RESPONDENTS: Any respondent who wishes to be considered for the services requested in this Request for Qualifications (“RFQ”) must follow the instructions herein and provide all of the requested information. SPC reserves the right to disqualify any Respondent whose proposal does not comply with this RFQ.
By submitting a proposal, Respondent acknowledges and accepts the terms and conditions provided in this RFQ.
1) EXECUTION OF QUALIFICATIONS: The proposal must be signed by an authorized representative of the Respondent’s company. The proposal must be completed in ink or typewritten. If a correction needs to be made to the proposal, the Respondent must draw a single line through the language or figure that needs to be corrected and insert the new language or figure above the stricken text. Corrections must be initialed by the person signing the proposal. It is the Respondent’s responsibility to ensure any handwritten language or figure is legible to the College. Otherwise, the College is not required to consider such language or figure.
2) PROPOSALS PREPARATION COSTS: Any expense involved in preparing or submitting a proposal, and any work performed in connection with the proposal, shall be borne solely by the Respondent. No payment will be made by the College for any proposal received or for any other effort required, or made, by the Respondent submitting the proposal prior to contract management.
3) PROPOSALS SUBMISSION AND OPENING: The College utilizes BidNet Direct (which is a free site) to advertise and facilitate the dissemination and receipt of competitive requests. The required method to submit a response is via the BidNet Direct site. The direct link to SPC’s BidNet Direct is https://www.bidnetdirect.com/florida/stpetersburgcollege. BidNet Direct is a free service. Please contact BidNet's Direct Support Team at 800-835-4603 for assistance with the site. Please see page 17 of this document for the “Summarized Schedule of Events for specific action items.
a) It is the Responder’s responsibility to ensure the proposal is uploaded into the BidNet system before the submission deadline closes. Once closed, BidNet will not accept proposals.
b) Any proposals not submitted via BidNet Direct will not be accepted.
c) By submitting a proposal, the Responder acknowledges and accepts the terms and conditions provided in this RFQ
d) Once opened, proposals become the property of the College and will not be returned.
4) CONTACT WITH COLLEGE PERSONNEL:
a) Questions for clarification on the RFQ necessary to formulate a response shall be submitted directly to the BidNet Direct site.

5) CHANGES OR MODIFICATIONS: The College reserves the right to make changes to this
RFQ. Changes may include but are not limited to postponing the due date of proposals or revising RFQ specifications. All changes will be announced and disseminated by the College via an addendum posted to BidNet and sent to registered Respondents via email with sufficient time for Respondents to amend their proposals following the College’s change. Respondents must acknowledge receipt of all addenda by signing, dating, and returning the acknowledgment page of the addendum with the Respondent’s proposal.
6) CONFLICT OF INTEREST: By submitting a proposal, Respondent acknowledges and agrees to comply with Section 112.313(3), Florida Statutes, which provides:
DOING BUSINESS WITH ONE’S AGENCY.—No employee of an agency acting in his or her official capacity as a purchasing agent, or public officer acting in his or her official capacity, shall either directly or indirectly purchase, rent, or lease any realty, goods, or services for his or her own agency from any business entity of which the officer or employee or the officer’s or employee’s spouse or child is an officer, partner, director, or proprietor or in which such officer or employee or the officer’s or employee’s spouse or child, or any combination of them, has a material interest. Nor shall a public officer or employee, acting in a private capacity, rent, lease, or sell any realty, goods, or services to the officer’s or employee’s own agency, if he or she is a state officer or employee, or to any political subdivision or any agency thereof, if he or she is serving as an officer or employee of that political subdivision. The foregoing shall not apply to district offices maintained by legislators when such offices are located in the legislator’s place of business or when such offices are on property wholly or partially owned by the legislator. This subsection shall not affect or be construed to prohibit contracts entered into prior to:
(a) October 1, 1975.
(b) Qualification for elective office.
(c) Appointment to public office.
(d) Beginning public employment
7) PROPOSAL WITHDRAWAL: Respondent may withdraw their proposal by notifying the College in writing any time before the proposal opening. Upon receiving Respondent’s timely notification of withdrawal, the College will return the unopened proposal to an authorized representative of the Respondent’s company, who will be required to disclose his or her identity (v ia company business card and driver’s license). The authorized representative will be required to sign for receipt of the proposal.
a) Any proposal submitted to the College constitutes an irrevocable offer by the
Respondent to provide the College with the services requested in this RFQ and any response thereto, for a period of 120 days from receipt of the proposal.
8) SUBCONTRACTING: The name and company of any subcontractor contemplated for use must be included as part of Respondent’s proposal.
9) ACCURACY OF PROPOSAL INFORMATION: Respondents must ensure the accuracy of their proposal information. The College reserves the right to disqualify any proposal that includes inaccurate, misleading, exaggerated, or incorrect information.
10) FUTURE ADVERTISING: In submitting a proposal, a Respondent agrees not to use the results of the College’s selection process in any future commercial advertisement without obtaining the College’s prior written consent.
11) PUBLIC ENTITY CRIMES: By submitting a proposal, Respondent acknowledges and agrees to comply with the Public Entity Crimes Statement referenced below:
a) A person or affiliate who has been placed on the convicted Respondent list following a conviction for a public entity crime may not submit a proposal on a contract to provide any goods or services to a public entity for the construction or repair of a public building or public work, may not submit proposals on leases of real property to a public entity, may not be awarded work or perform work as a contractor, supplier, sub‐Respondent or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Florida Statutes, Chapter 287 for Category Two for a period of thirty‐six (36) months from the date of being placed on the convicted Respondent list. (Detail in attached Appendix)
12) PUBLIC RECORDS: Any material submitted in response to this RFQ is subject to disclosure under Florida’s Public Records law, Chapter 119, Florida Statutes.
13) RESERVATION OF RIGHTS: In addition to all other rights of the College under Florida law or the Board of Trustees Rules and College Procedures, the College specifically reserves the following:
a) The College reserves the right to rank companies pursuant to the relative Florida
Statutes and the Florida Administrative Code and to negotiate with the highest-ranking company.
b) The College reserves the right to reject this RFQ.
c) The College reserves the right to reject any and all proposals submitted in response to this RFQ.
d) The College reserves the right to remedy or waive technical or immaterial errors in this
RFQ or the submitted proposals.
e) The College reserves the right to request any necessary clarifications or statement data without changing the terms of any proposal.
14) DISPUTES & PROTESTS: Any actual or prospective Respondent who is allegedly aggrieved in connection with the issuance of this RFQ or pending award of contract, may protest to St. Petersburg College, Attn: Ms. Barbara Weaver, Materials Management Administrator, P.O. Box 13489, St. Petersburg, Florida 33733. The protest must be filed in accordance with Chapter 120, Florida Statutes. Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
15) IDENTICAL OR TIE BIDS: In the event two (2) or more Respondents receive the exact same score from the selection team, the following criteria, in order of importance, shall be used to break the tie: (1) Drug Free Work Place Certification, (2) Florida Respondents, or (3) whether Bidder’s place of business is within Pinellas County.
16) EQUAL OPPORTUNITY: All work on this project will be carried out in compliance with the
College's commitment to the concept of equal opportunity; that is, there will be no discrimination on the basis of race, color, religion, sex, age, national origin, marital status, pregnancy, ethnicity, sexual orientation, gender identity, genetic information or against any qualified person with a disability. 17) LOCAL, SMALL, AND MINORITY BUSINESS PARTICIPATION: Pursuant to Section 255.102, Florida Statutes, St. Petersburg College recognizes the importance of local, small, and minority businesses in all aspects of our institution and procurement practices and actively encourages the development, utilization and economic growth of certified Minority, Women, Veteran and Service-Disabled Veteran-owned Business Enterprise (MBE/WBE/VBE/SDVBE). In accordance with applicable law our institution encourages the participation of MBE/WBE/VBE/SDVBEs in its procurement process both at the prime vendor level as well as at the subcontractor level of its prime contracts.
18) RESPONSIBLE VENDOR DETERMINATION: Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that St. Petersburg College may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor. Nor will the College give a preference to a vendor based on the vendor’s social, political, or ideological beliefs. Generally, SPC bases its determination of vendor responsibility on factors, including but not limited, to the vendor's ability, experience, financial condition and responsibility, past performance, honesty, and integrity. Vendors are responsible for determining the responsibility of their subcontractors, and determinations of subcontractor responsibility may affect SPC’s determination of the vendor’s responsibility.
19) INDEMNIFICATION: To the fullest extent permitted by law, Respondent shall indemnify, hold harmless and defend the College, its Trustees, officers, agents, servants, and employees, or any of them, from and against all claims, damages, losses, and expenses including, but not limited to, attorneys’ fees and other legal costs including but not limited to costs for paralegal, investigative, and legal support services, and the actual costs incurred for expert witness testimony, arising out of or resulting from the performance of services required under the contract resulting from this RFQ, provided that same is caused by the negligence, recklessness, or intentional wrongful conduct of the Respondent or other person or company utilized by the Respondent in the performance of the work. Nothing herein shall be deemed to affect the rights, privileges, and immunities of the College as set forth in Section 768.28, Florida Statutes.
20) LEGAL REQUIREMENTS: Applicable provisions of all federal, state, local laws and ordinances, College rules and procedures shall govern development, submittal and evaluation of all proposals received in response to this RFQ and shall govern any and all claims and disputes which may arise between Respondent and the College by and through each entity’s officers, employees and authorized representatives, or any other person, natural or otherwise; and a lack of knowledge by the Respondent shall not constitute a valid defense against the legal effect thereof.
21) CONTRACT TYPE: This RFQ, in its entirety, shall be incorporated into and made a part of the final contract awarded pursuant to this solicitation. The College will negotiate and enter into a contract for project services with the firm authorized at the compensation determined to be fair, competitive and reasonable. In making the determination during the negotiation stage, the College will analyze the proposed cost of services required giving full consideration to the scope and complexity of the project. The compensation will be on a guaranteed maximum price basis for all costs. For more details on the contract see the attached Appendix.
22) PROPOSAL SPECIFICATIONS: The Proposal Specifications requested under this RFQ follow these General Conditions. To the extent there is a conflict between the General Conditions and the Proposal Specifications, the Proposal Specifications will govern and control.
23) VERIFICATION OF EMPLOYMENT: In accordance with State of Florida Office of the
Governor Executive Order Number 11-02, all Respondents shall utilize the U.S.
Department of Homeland Security’s E-Verify system to verify the employment eligibility of all persons employed during the contract term. SPC's contractors and their subcontractors are required to register with and use the E-Verify system to verify the work authorization status of all newly hired employees. Contractors must require subcontractors to provide the contractor with an affidavit stating that the subcontractor does not employ, contract with, or subcontract with an unauthorized alien. The contractor shall maintain a copy of such affidavit for the duration of the contract with SPC. SPC and its contractor or subcontractor who has a good faith belief that a person or entity with which it is contracting has knowingly violated s. 448.09(1) shall terminate the contract with the person or entity. This termination is not a breach of contract and may not be considered as such. A contractor will be liable for any additional costs incurred by SPC as a result of the termination of a contract.
24) BACKGROUND SCREENING: As required by The Jessica Lunsford Act [s.21 of Ch.2005-28, L.O.F.], if anyone representing a contractor/vendor under contract with St. Petersburg College will have access to any Collegiate High School premises when students are present, have direct contact with students or have access to or control of Collegiate High School funds, such personnel are required to be screened at Level 2, to include fingerprinting, statewide criminal and juvenile justice records checks through the Florida Department of Law Enforcement and federal criminal records checks through the Federal Bureau of Investigation. [s. 1012.465, Florida Statutes] The requirements of this law must be met in order for SPC to contract with your company. If Contractor/Vendor is awarded all or a portion of this bid, Contractor/Vendor hereby acknowledges and agrees to abide by the Florida Jessica Lunsford Act (1012.465, F.S.) and obtain, at its own cost, Level 2 clearance of all employees, agents, and subcontractors who (1) have access to school grounds when students are present, (2) have direct contact with students, on or off school grounds, or (3) have access to or control of school funds.
25) PROHIBITION AGAINST CONTRACTING WITH SCRUTINIZED COMPANIES In accordance with Section 287.135 of the Florida Statutes, before entering into a contract of any dollar amount, a company must certify that it is not participating in a boycott of Israel and is not on the Scrutinized Companies that Boycott Israel List. Further, companies listed on the Scrutinized Companies with Activities in Sudan List or the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List, as established under Section 215.473 of the Florida Statutes, are prohibited from bidding on, submitting proposals for, entering into, or renewing contracts with any agency or local governmental entity for goods or services valued at $1 million or more. Section 215.473 of the Florida Statutes defines a company as including all “wholly-owned subsidiaries, majority-owned subsidiaries, parent companies, or affiliates of such entities or business associations that exist for the purpose of making profit.” By submitting a proposal to this solicitation, a respondent certifies that neither it nor its related entities, as defined by Florida law, are included on the aforementioned scrutinized lists. Any respondent awarded a contract as a result of this solicitation must recertify at each contract renewal that it and its related entities are not on the scrutinized lists. The College reserves the right to terminate any contract resulting from this solicitation if the respondent or related entity is found to have submitted a false certification or has been placed on the scrutinized lists. Notwithstanding the foregoing, the College may, at its sole discretion and on a case-by-case basis, permit a company on such lists to be eligible for proposals or contract renewals if the conditions outlined in Section 287.135(4) of the Florida Statutes are met.
26) HUMAN TRAFFICKING AFFIDAVIT: Pursuant to Section 787.06(13), Florida Statutes, if Respondent is a nongovernmental entity, prior to executing, renewing, or extending a contract with St. Petersburg College, Respondent must provide the College with an affidavit signed by one of the Respondent's officers or representatives, under penalty of perjury, attesting that Respondent does not use coercion for labor or services (as defined by the statute). The requirements of this law must be met in order for the College to contract with the Respondent. The College shall be entitled to immediately terminate this Agreement without liability to ensure the College’s continued compliance with the statute.
PROJECT SCOPE
St. Petersburg College is soliciting qualifications from Florida state-licensed contractors for the Palladium Theater at St.
Petersburg College. The project consists of the renovation of the Hough Auditorium ceiling and attic, balcony overbuild, acoustic door replacement, replacement of auditorium seating, and technical back of the house spaces. The total estimated construction cost of $8,670,000.
The intent of this project is to proceed with construction based on the provided construction documents (CDs). The goal is to complete the project as specified within the scope of these documents. However, should the budget exceed the allocated amount, value engineering will be required to reduce costs by removing or modifying certain elements of the project while maintaining the overall integrity and functionality.

INSURANCE SCHEDULE
The successful contractor shall supply the college with certificate(s) of insurance evidencing coverage during the period the contractor is providing services per the following:
The firm shall not commence any construction work in connection with this Agreement until the firm has obtained all of the following types of insurance with the coverage, limits, and terms delineated in Article
14.2 of the contract (Appendix M) and until such insurance has been approved by the College, nor shall the firm allow any subcontractor to commence work on a subcontract until all similar insurance required of the subcontractor has been so obtained, provided to, and approved by the College. All insurance policies shall be with insurers qualified and doing business in Florida.
Workers’ Compensation Insurance: The firm shall obtain and maintain during the life of this Agreement Workers’ Compensation Insurance for all of its employees connected with the work on this project and, in case any work is sublet, the firm shall require the subcontractor to provide Workers’ Compensation Insurance for all of the subcontractor’s employees unless such employees are covered by firm’s Workers’ Compensation Insurance. All Workers’ Compensation policies shall comply with the Florida Workers’ Compensation Law. In the event any class of employees engaged in hazardous work under this contract at the site of the project is not protected under the Workers’ Compensation statute, the firm shall provide adequate insurance, satisfactory to the College, for the protection of the employees not otherwise protected.
Commercial General Liability Insurance: The firm shall obtain and maintain during the life of this Agreement Comprehensive Commercial General Liability Insurance and Comprehensive Automobile Liability Insurance to protect against claims for personal injury, including accidental death, as well as claims for property damage which may arise from operating under this Agreement whether such operations are by the firm or anyone directly or indirectly employed by the firm, and the minimum as follows:
Commercial General Liability $1,000,000 Each Occurrence Automobile Liability Coverage, to include Bodily Injury & Property Damage
$100,000 Each Occurrence
Excess Liability, Umbrella Form For all amounts over and above $1,000,000 up to the completed project cost
Liability coverage shall also include the following listed below. If any policies are written on a claims made basis, an extended reporting period (i.e. tail insurance) will be required for the duration of the Contract.
Pollution Liability Broad Form Property Damage Coverage to include XCU and demolition coverage if excluded;
The firm’s General Liability Policy shall include Contractual Liability Coverage designed to protect the firm for contractual liabilities assumed by the firm in the performance of this Agreement;
Equipment Coverage –The firm will purchase and maintain coverage which shall specifically cover such objects during installation and until final acceptance by the owner; and Builder’s Risk Coverage - The firm shall take out and maintain during the life of this Agreement
Builder’s Risk Coverage for all facilities and property connected with the work of this project in the amount of the completed value or maximum price.
Professional Liability Coverage - $1 million per occurrence: Such coverage shall be in effect for the duration of the contract and continue for a period of 4 years beyond the substantial completion date of the project. All policies shall be written on an occurrence basis. If any policies are written on a claims made basis, an extended reporting period (i.e., tail insurance) will be required for the duration of the contract.
Subcontractor’s Insurance: The firm shall require each of its subcontractors to procure and maintain during the life of this subcontract, insurance of the type specified above or insure the activities of his subcontractors in his policy, as specified above.
Indemnification Rider: To cover to the fullest extent permitted by law, the firm shall indemnify and hold harmless the College and its agents and employees from and against all claims, damages, losses and expenses, including but not limited to attorney’s fees, arising out of or resulting from the performance of the work, provided that any such claim, damage, loss or expense (1) is attributable to bodily injury, sickness, disease or death, or to injury to or destruction of tangible property (other than the work itself) including the loss of use resulting therefrom, and (2) is caused in whole or in part by any negligent act or omission of the firm, any subcontractor, anyone directly or indirectly employed by any of them or anyone for whose acts any of them may be liable, regardless of whether or not it is caused in part by a party indemnified hereunder. Such obligation shall not be construed to negate, abridge, or otherwise reduce any other right to obligation of indemnity which would otherwise exist as to any party or person described in this Article.
Certificate of Insurance: The firm and its subcontractors must provide proof of coverage as follows:
A Certificate of Insurance prior to being issued a Notice to Commence. These shall be completed and signed by the authorized Florida Resident Agent, and returned to the office of Facilities Planning and Institutional Services. This Certificate shall be dated and show:
1. The name of the insured firm, the specific job by name and job number, the name of the insurer, the number of the policy, its effective date, and its termination date.
2. The Board of Trustees of St. Petersburg College shall be named as additional insured to the extent necessary to provide coverage under firm’s insurance for the liabilities assumed by firm under the indemnity provisions of the Agreement.
3. Statement that the Insurer will mail notice to the College at least 45 days prior to any material changes in provisions, non-renewal, cancellation or termination of the
When cancellation is for nonpayment of premium, at least ten (10) days written of cancellation accompanied by the reason therefore shall be given; and
For other than motor vehicle insurance, when such cancellation or termination occurs during the first ninety (90) days during which the insurance is in force and the insurance is canceled or terminated for reasons other than nonpayment of premium, at least twenty (20) days written notice of cancellation or termination accompanied by the reason therefore shall be given except where there has been a material misstatement or misrepresentation or failure to comply with the underwriting requirements established by the insurer,
4. Certificate of Insurance shall be in the form as approved by Insurance Standards Office (ISO) and such Certificate shall clearly state all the coverage required in this Section.
Additional Requirements A copy of the endorsement must be provided. All coverage/certificate(s) to be in effect during the time the contractor is installing the equipment or providing a service on the College premises and must be provided to the College’s Risk Management Officer within five (5) days of notification of bid award. In the event any binder is delivered, a certified copy of the policy or a Certificate of Insurance shall replace it within thirty (30) days in lieu thereof. Each such copy of a certificate shall contain a valid provision or endorsement that the policy may not be canceled, terminated, changed or modified without giving thirty
(30) days written advance notice thereof to the College’s representative. This Agreement may be subject to immediate termination, at the Colleges discretion, in the event that contractor fails to maintain or comply with any of the Insurance requirements set forth herein.

SELECTION CRITERIA TOTAL 100 POINTS
Respond to the following items on the forms provided in the Experience Questionnaire.
A. General Information & Location: (20 points)
Please complete the attached "Respondents Qualification Statement" accurately. The information provided is a crucial component of the respondent's overview and will be considered as part of the evaluation process.
Additionally, in no more than two pages, include an overview of the company, highlighting its presence and operations within the Tampa Bay area.
B. Financial Capability: (10 points)
The Selection Committee will consider the financial condition and past experience of the respondent and that of the proposed staff to assign a rating to the respondent’s ability to perform.
Also, submit the respondent’s financial statement and an audited report, if available, with comments, and not older than one (1) year. If the most current report has not yet been audited, the previously audited report, if available, with comments, shall accompany the most recent financial statement.
Itemize projects for the previous three (3) year period by: contract name, contract amount, and indicate any value of uncompleted work (included in Experience Questionnaire).
Financials must be submitted as a separate document. As per F.S. 119.071(1)(c), financial documents requested as part of this RFQ are not subject to public record requests.
C. Related Ability and Experience: (25 points)
Please complete this section of the "Related Experience Questionnaire" accurately. Use a separate form for each completed and current project that is similar in size and scope to this project. Special consideration will be given to projects of similar size and scope involving historical buildings and performing arts venues.
D. Scheduling and Cost Control: (20 points)
Please submit the respondent’s compliance and cost control results for each project listed in the "Related Experience Questionnaire." The information should include details on the respondent’s scheduling and cost control methods.
Additionally, provide an estimate of the project cost and construction timeline based on the construction documents. Describe the cost estimation process, how the schedule is developed, and how the company plans to stay within budget and on schedule throughout the project.
E. On-Site & In-House Office Staff: (20 points)
Please provide a detailed description of both the on-site and in-house staff that will be assigned to this project.
Include information on their roles, qualifications, and how they will contribute to the successful execution of the project. This should highlight the specific expertise and support each team member will provide throughout the project’s duration.
With respect to both on-site and in-house office staff, provide an organizational chart, indicating key personnel and their relationships. Indicate each staff member’s assignments and responsibilities.
Describe how the organizational structure will ensure orderly communications, distribution of information, effective coordination of activities and accountability.
F. Beneficial Community Impact (5 Points)
Describe the means by which the local community will be included in the construction and/or related services within the entire scope of projects. “Local community” is defined as the greater Tampa Bay area.
G. Exceptions to Contract (0 points)
Exceptions to, or variances from, any portion of this RFQ, including the Statement of Work, General Conditions, or the Contract (see attached exhibit) including any supplemental agreements or terms or conditions, shall not be considered unless the Proposer specifically identifies them in this section of their proposal. Exceptions are, however, strongly discouraged and may not be accepted by the College.
INTERVIEWS/PRESENTATIONS TOTAL 100 POINTS
After the Selection Committee creates a shortlist based on the scoring rubric above, interviews/presentations will be scheduled.
With the beginning of the Interviews/Presentations, a new ranking procedure is established. Up to five (5) Respondents with the highest point totals in the Interview/Presentation process shall be recommended by the Selection Committee to the Associate Vice President of Facilities Planning & Institutional Services, who will then recommend the same respondents to the Board of Trustees at its next regularly scheduled meeting.
A. Knowledge of construction on historic buildings and/or performing arts buildings and working with public institutions (15 points)
Demonstrate knowledge of the project site, specifically regarding historic buildings and/or performing arts venues. Show familiarity with the State Requirements for Educational Facilities (SREF) and permitting requirements, noting that SPC is its own Authority Having Jurisdiction (AHJ). Additionally, highlight experience working with public entities, engaging stakeholders, and ensuring compliance with procurement controls.
B. Understanding of Local Conditions and Subcontractor Pool (15 points)
Demonstrate familiarity with local market conditions, including the availability and quality of subcontractors, as well as cost trends in the region. Showcase the ability to leverage strong local relationships to benefit the project.
C. Proposed Project Staff and Functions: (15 points)
Please identify the key staff positions and provide the names of the actual staff members who will be assigned to those positions for this contract. Additionally, describe the individual abilities and experiences of each staff member and indicate their functions within the organization, as well as their proposed duties and responsibilities on this project.
Describe the project workload and the process by which projects are assigned to team members to ensure their ability to complete projects on time.
D. Provide Three (3) Comparable Projects (20 points)
The proposer must present three (3) comparable projects, each with a construction value similar to the size and scope of this project. These projects should be highly relevant in terms of size, scope, and context—preferably within historic and/or performing arts buildings.
E. Provide a Schedule and cost estimation of Each Presented Project (10 points)
Quality and detail of schedules. Evidence of planning and tracking. Clarity in project phases and milestones. Detail whether the project stayed on schedule, if it got behind – how this was addressed.
Describe how the staff communicates timelines and milestones.
Describe the process and methodology of cost estimates. Evidence of budget adherence, value engineering, and financial oversight in presented projects.
F. Cost Estimating and Potential Schedule of Project (15 points)
Provide an estimate of the project cost and construction timeline based on the construction documents. Describe the cost estimation process, how the schedule is developed, and how the company plans to stay within budget and on schedule throughout the project.
G. Compliance Controls (10 points)
Demonstrates use of compliance protocols including safety, building codes, inspections, permitting, and other regulatory standards. Clear quality control processes, including punchlist process. Warranty assistance and compliance. Ability to close out the project by including removing liens and providing close out documents.
