About this file

This Request for Quotation (RFQ) document is issued by the City of Oakland's Economic and Workforce Development Department to solicit qualified contractors for on-call property maintenance services. The services encompass vegetation and debris removal, graffiti abatement, and securing and fencing of City-owned vacant and underutilized sites on an as-needed, task-order basis. Selected contractors will be added to a qualified contractor pool and assigned work through individual task orders as maintenance needs arise throughout the City. The RFQ seeks to address blight and safety hazards at designated properties while maintaining flexibility in service delivery and contractor engagement.

The contract structure allows for multiple contractors to be selected and maintained on an active roster, with work distributed through individual task orders rather than a single comprehensive agreement. This approach enables the City to manage property maintenance costs efficiently while ensuring responsive service delivery. Contractors selected will be eligible to receive task orders for varying scopes of work as the City identifies maintenance priorities at its portfolio of vacant and underutilized properties. The on-call nature of the engagement provides the City with operational flexibility while allowing qualified contractors the opportunity for ongoing work assignments.
