Any exception determined unacceptable by the Government may result in the vendor’s quote being determined unacceptable and ineligible for award. The quote shall include a statement expressing no exceptions with the solicitation.
Please complete Attachment 1 – Quote Sheet as your quote.
Attachment 1 – Quote Sheet Instructions:
The grey-colored boxes shall be completed by the vendor, as appropriate. The bottom certification statement must be completed specifying the number of weeks for delivery and if there are exceptions to the solicitation.
All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instructions are provided in Attachment 2 – Provisions and Clauses.
BASIS OF AWARD:
The lowest price technically acceptable (LPTA) methodology will be used. The Government will order quotes from the lowest total price to the highest total price. Then the Government will evaluate the lowest total price quote for solicitation compliance until two quotes are found compliant with the solicitation. Afterward, the Government will evaluate the technical acceptability. Technical evaluations will continue until two quotes are determined technically acceptable, or all quotes have been evaluated. Finally, the Government will evaluate the total price of the technically acceptable quotes.
If the Government decides to award a contract from the solicitation, the Government will make a contractor responsibility determination IAW FAR 9.104-1 prior to award.
Technical Acceptability:
Under this factor, the Government will assign the factor an adjectival rating as defined in Table 1 below.
Table 1 – Technical Acceptability Ratings
Technical Acceptability Rating Definition Acceptable The quote meets all elements of merit.
Unacceptable The quote does not meet all elements of merit.
For technical acceptability, the Government will evaluate the quote using the following measures of merit:
a. The quote includes the part number specified in the RFQ and Attachment 1 – Quote Sheet.
b. The quote listing any exceptions to the solicitation with supporting rationale, which includes, but is not limited to: delivery period, delivery location, and shipping costs directly incorporated into CLIN 0001.
Price:
Price quotes should be provided in a completed Attachment 1 – Quote Sheet. The total price will be evaluated in terms of completeness, reasonableness, and balanced pricing. Vendors whose total price is determined to be incomplete, unreasonable, or unbalanced will not be considered for award.
Applicable definitions are outlined below:
Completeness - The Vendors total price will be reviewed to determine the extent to which all the price elements have been addressed. The vendor’s price quote will be evaluated to ensure continuity and traceability of prices to the technical quote and between the initial quote and any revisions. The review will determine the adequacy of the contractor’s quote in addressing and fulfilling the RFQ requirements.
Reasonableness - For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through the use of one or more of the price analysis techniques at FAR 13.106-3(a).
Unbalanced pricing - Contractors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub-line items. An offer that is determined to be unbalanced may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
