POWDER COAT OVEN
FA301621Q0123
(The quote shall be effective 60 days)
This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 1252.232.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) and is solicited and will be awarded IAW FAR Part 13. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-06 and DFARS change notice dated 07/09/2021. This is a requirement for a powder coat oven for Joint Base San Antonio (JBSA) 502nd Trainer Development Squadron (TDS), located JBSA-Randolph, Texas.
The vendor shall respond to this RFQ by: 31 August 2021; 10:00am CST via email to Contract Administrator: Teresa Calavera, email teresa.calavera@us.af.mil , and Contracting Officer: Jason Wilburn, email jason.wilburn.2@us.af.mil. Late submission will be treated IAW FAR 52.212-1(f).
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
This is a Firm Fixed Price acquisition is 100% Set-Aside to Small Business concerns, utilizing NAICS 333994 – Industrial Process Furnace and Oven Manufacturing, Business Size Standard, 500 Employees.

Instructions:
1. This is a notice that this purchase order is solicited as a Small Business Set-Aside under NAICS 333994, therefore only small businesses may submit a quote.
2. Questions/Concerns. Shall be submitted via email to Teresa Calavera, teresa.calavera@us.af.mil and Jason Wilburn, jason.wilburn.2@us.af.mil not later than Friday, 27 August 2021 by 1200 CST.
3. Basis for Award. The basis for award decision will be made on build quality, configuration, warranty, operation and maintenance training &price, capability to provide a powder coat oven that meets or exceeds the requirements in the SON. After preliminary consideration of all quotes received, best value award decision will be made by identifying the quote that has a fair and reasonable price, demonstrates the capability to meet or exceed the requirements of the SON with the decision based on build quality, configuration, warranty, and operation and maintenance training.
4. Compliance with SON. The Contractor shall ensure that their quote reflects their process that will be used to meet the requirements as outlined in the SON dated 19 May 2021.
5. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to www.sam.gov and provide mandatory information.
6. Delivery Location Area: 502 TDS, 660 A Street West, Hanger 74, JBSA, Randolph, TX 78150.
7. The following FAR/DFARS/AFFARS provisions and clauses are applicable to this solicitation:
