About this file

This is a Request for Quotes (RFQ) issued by the Massachusetts Division of Fisheries and Wildlife (MassWildlife), a state agency, for the design of multilingual signage for beach protection purposes. The project involves the design of four signs in two types: "Area Closed: Nesting beach birds" (versions A1 and A2) and "Attention: Resting beach birds" (versions B1 and B2), each measuring 11 by 14 inches. The signs must incorporate text in five languages—English, Spanish, Portuguese, Simplified Chinese, and Haitian Creole—along with graphic elements featuring Piping Plovers, terns, Sanderling silhouettes, and basic "No Entry" and "No Dogs" icons, all rendered in royal blue and black on a white background. Proposals must be submitted via the Commonwealth's Online Procurement System (CommBuys) by 2:00 PM on Tuesday, April 7, 2026, with vendor selection and notification scheduled for Tuesday, April 21, 2026. The selected vendor must deliver completed designs within two weeks of receiving the Notice to Proceed.

Proposals must include examples of previously designed signs demonstrating relevant capabilities, separate cost proposals for nesting area signs (A1 and A2) and resting area signs (B1 and B2), three professional references, and contact information. Pricing should encompass at least one virtual meeting to strategize with MassWildlife and all follow-up communications. All deliverables, including draft and final design elements and digital proofs in .eps, .jpeg, and press-quality .pdf formats, become the sole property of MassWildlife upon completion. MassWildlife will provide translated text, existing bird graphics for digitization and modification, and the MassWildlife logo. The agency reserves the right to select only one sign or adjust design elements based on available funding. Questions must be submitted in writing through CommBuys, with responses posted on the same platform. Contact information for project inquiries includes Karen M. Dolan (Finance & Projects Administrator, NHESP) and Carolyn Mostello (Coastal Waterbird Biologist).

RFQ # DFW-2026-091: Design of Multilingual Signage

PRF86: Category 2 Creative Services: Art & Graphic Design, Commercial Photography & Video Production

Commonwealth Eligible Entity Engaging a Vendor:

Eligible Entity Name:Massachusetts Division of Fisheries and Wildlife
Type of Eligible Entity:State Agency

Eligible Entity Mailing Address: 1 Rabbit Hill Road, Westborough, MA 01581

Contact Name:Carolyn Mostello
E-Mail Address:carolyn.mostello@mass.gov

Summary: This Request for Quotes (RFQ) is posted by the Massachusetts Division of Fisheries and Wildlife (MassWildlife) for design of multilingual signs for outdoor, seasonal installation on beaches used by protected seabirds and shorebirds (collectively, “beach birds”). The Awarded Vendor will collaborate with MassWildlife on the design.

Specifications:

· Number of signs to be designed – Four. Two versions each of two types:

A. Area Closed: Nesting beach birds (two versions, A1 and A2, to encompass different languages) B. Attention: Resting beach birds (two versions, B1 and B2, to encompass different languages)

· Sign size – 11x14-inches

· Languages – Five: English, Spanish, Portuguese, Simplified Chinese, and Haitian Creole

· Text – Preferred text has already been translated into all languages and can be modified further by MassWildlife. Vendor will strategize with MassWildlife about which text to include given space limitations of signs, and how to distribute languages and graphics across the two versions of each type (A1/A2 and B1/B2). For instance, but limited to:

· English and full-size graphics on one sign and the other four languages and reduced graphics on the other

· English-Spanish on one sign and the other three languages on the other, all with reduced-size graphics

· Graphics – A. Nesting signs (A1 and A2) will combine and incorporate simple graphic elements of existing Piping Plover and tern (“seabird”) signage on the Atlantic Coast available for public use. (See graphics, below.) However, it is expected that the Vendor will need to digitize these elements, may need to modify them, and will incorporate them into a background of the Vendor’s design that is consistent with (i.e., same style as) the background of the existing Piping Plover sign. Basic graphic icons for No Entry and No Dogs should also be included.

B. For Resting signs (B1 and B2), Vendor will design its own simple graphics of shorebirds (based on a Sanderling silhouette) and terns resting on the beach, consistent in style with the nesting graphics, and incorporate them into a background of the Vendor’s design that is consistent with the background of the existing Piping Plover sign (and to-be-designed nesting sign). Basic graphic icons for No Entry and No Dogs should also be included.

· Colors – Two: royal blue and black on white background, as pictured below.

· MassWildlife logo incorporated, and empty space of equivalent size for organizations to add own logo.

MassWildlife will provide:

· Translated text.

· Example bird graphics for the nesting sign, to be digitized and modified by the Vendor as needed.

· MassWildlife logo in format desired by Vendor.

Deliverables:

All deliverables will become the sole property of MassWildlife.

· Draft and final design elements, for approval by MassWildlife.

· Draft and final digital proofs of each of the four signs, for approval by MassWildlife.

· For each draft and final graphic element and the overall design of each sign, .eps, .jpeg, and press-quality .pdf files.

Timeline:

· Proposals must be submitted by 2:00 PM on Tuesday, April 7, 2026.

· Vendor will be selected and notified by Tuesday, April 21, 2026.

· Completed designs must be received by MassWildlife within two weeks of issuance of the Notice to Proceed.

Requirements for Submission:

· Nesting area signs (A1 and A2).

· Resting area signs (B1 and B2).
