About this file

This is a Request for Quotation (RFQ) issued by the Buffalo Zoo, a cultural institution located in Buffalo, New York, for security camera system restoration and improvements. The project is a turnkey initiative addressing persistent failures in the Zoo's security infrastructure comprising approximately 132 cameras distributed across the grounds. The primary scope includes installation of approximately 3,100 feet of new 2-inch conduit, replacement of 26 non-functioning cameras, installation of new networking equipment including a 16-port PoE+ switch and two 4-port outdoor PoE switches with battery backup, and approximately 3,100 linear feet of new direct burial Cat6 cable and multi-mode fiber optic cabling. Additional work includes installation of approximately 15 new 8-foot stainless steel fence posts with mounting hardware and associated junction boxes and seal-tight connections. The submission deadline is November 2, 2026. Site visits are available by prior arrangement with Will Guagliardo, Safety & Compliance Manager, at (716) 995-6140 or wguagliardo@buffalozoo.org. Work will be conducted during normal business hours of 7:30 a.m. to 4:00 p.m., Monday through Friday, with potential scheduling adjustments based on animal welfare requirements.

Contractors must submit comprehensive proposals including detailed scope of work, complete turnkey cost breakdown with labor and materials, signed Contractor Code of Conduct form, insurance certificates documenting coverage for the project scope, warranty information for materials and labor, and any letters of explanation for omitted documentation. Proposals should include projected work duration for each project phase, material specifications with data sheets, expected material lifespans, and potential commencement dates. Failure to include required submission documents will result in bid disqualification. No incumbent contractor information or prior awards for substantially similar work are noted. The Zoo anticipates that improved infrastructure will address current system vulnerabilities exacerbated by weather exposure and will support long-term security operations.

REQUEST FOR QUOTATION

OVERVIEW: The Buffalo Zoo is one of the oldest zoos in the United States having been established in 1875. Over the past 151 years, the Zoo has developed into the number one cultural attraction in Western New York. Maintenance requirements and needed updates are a constant challenge in keeping the Zoo accredited and functioning.

Over the past several years the security cameras around the grounds have experienced a plethora of issues that are causing concern for the security of the site. The Zoo is soliciting bids from contractors that are experienced in security systems and site protection systems. This is a turnkey project.

REQUIREMENTS: The following documents must be included for submittal packages to be considered.

1. Scope of work

· Clearly outline the scope of work for the repair of our current security system.

2. Proposal

· Provide a complete turnkey cost breakdown including labor and materials.

3. Signed Contractor Code of Conduct Form

· The completed and signed form must be included in the submission

4. Insurance Certificates

· Provided certificate and state insurance coverage for the scope of the project.

5. Warranty Information

· Provide details of warranties for materials and labor

6. Letter of Explanation (If Applicable)

· In any case where mentioned documents cannot be submitted, include a letter explaining the reason for the omission

Failure to include any of these documents will result with the bid being disqualified.

Security System Restoration and Improvements – The security system is comprised of about 132 cameras around the grounds. The infrastructure that was installed to support the camera system was not designed to withstand the elements and has subsequently failed in many locations. This has led to about 26 cameras showing no feed and a handful of others with poor displays. Over time, these issues have become progressively worse and as we enter another winter we expect that more of these cameras will fail.

Security System Restoration:

· The new conduit would be approximately 3,100 feet and 2’’ thick. This would extend along Meadow Drive, Crandall Drive, and partially on Parkside Drive.

· Expansion joints for new 2’’ conduit included, breakout boxes at each camera location.

· New 16 port PoE+ Switch to be installed in the maintenance building.

· Approximately 40ft in length and 6’’ in depth of trench and conduit from the fence line to the maintenance building. Rough backfill included, cold patch/blacktop repair by Buffalo Zoo.

· New MM 4 Strand fiber from maintenance building to each pole mounted PoE switch behind Zebra and Gemsbok.

· New 8ft x 6’’ stainless steel fence posts and mounting hardware – Approximately 15 posts.

· New direct burial Cat6 cable to each camera.

· Seal tight from each camera to junction box at conduit/pole.

· Removal of associated cabling and conduit for cameras being replaced.

· New 4 port outdoor PoE switch with battery back-up to be installed on pole behind Gemsbok exhibit.

· New 4 port outdoor PoE switch with battery back-up to be installed on pole behind Zebra exhibit.

· 26 cameras to replace those that no longer have a feed.

Work Duration:

· Proposals should include a projected duration of work for each phase of the project.

Material Specifications:

· Proposals should detail the method of repair for completion, including a list of all materials to be used.

· Provide material data sheets.

· Include expected lifespans for materials used.

TERMS AND CONDITIONS: All proposals should be as detailed as possible showing materials to be used and expected lifespans. The proposal should include projected durations along with potential commencement dates.

Work will be done during normal work hours, 7:30am-4:00pm, Mon-Fri. Any work done outside of these hours will need prior approval. Work times may be affected by animal welfare needs in adjacent exhibits.

To gain a deeper understanding of the project, we encourage a guided walk-through of the exhibits. Please contact Will Guagliardo @716-995-6140. Kindly note that all walk-throughs must be previously arranged and visits without prior arrangement will not be permitted.

All Bids should be sent to the attention of Will Guagliardo via mailing to the Buffalo Zoo, delivering to the zoo (please use Gate #1 and see receptionist) or e-mail to wguagliardo@buffalozoo.org The deadline for submission is November 2nd, 2026.
