About this file

This is Amendment 0001 to RFQ 36C25625Q0400 for Charter Medical Flights Services issued by the Department of Veterans Affairs Network Contracting Office 16 in Houston, TX. The amendment extends the offer due date to February 24, 2025 at 4:00 PM CST and makes several modifications including: changing the unit of measure from years to mileage on the price/cost schedule, adding indemnification and medical liability insurance clauses (VAAR 852.228-71 and 852.237-70 with $1,000,000 coverage required), and providing answers to vendor questions.

The Q&A portion clarifies key requirements: the contractor must provide 24/7 aircraft availability within 90 minutes notice nationwide, transport transplant surgeons to/from airports, and operate on a firm-fixed-price contract basis with mileage-based pricing. Historical data shows flight volumes to various organ procurement organization locations, with Dallas (27 flights), Louisiana (12 flights), and Austin (15 flights) being the most frequent destinations in 2024. The current incumbent is American Jet International Corporation under contract 36C25619D0074 valued at $1,674,360.00. The VA serves approximately 50 liver, 400 kidney, and 5 heart transplant patients, performing about 6 heart, 20 liver, and 40 kidney transplants annually.

QUESTIONS: CHARTER MEDICAL FLIGHTS

• Is there a preferred list of airports the contractor should be prepared to use for departures and arrivals? No

• Will the government provide a historical volume of past flights to help estimate the expected workload? Please see historical data at end of document.

• Does the 90-minute airborne requirement apply to all locations nationwide, or are there exceptions based on distance or weather conditions? No

• Will the contractor be compensated for standby time in cases where flights are canceled at the last minute? No

• Are there specific insurance coverage limits required for this contract? Yes (see clauses added to RFQ - VAAR 852.228-71 and VAAR 852.237-7; $1,000,000)

• Who is the current incumbent? American Jet International Corporation

• Is the current incumbent able to rebid for this opportunity? If they meet the requirements of the solicitation, they can provide a quote.

• Can you provide the previous bid tabulation or solicitation number? Award number:

36C25619D0074; $1,674,360.00.

• Will this be a single or multi award? Single Award

• Will there be a doctor to transport the organs during the charter flight? Yes, the transplant surgeon will be onboard; see page 4 of RFQ.

• Do you have the list of hospitals or medical centers that these flights will travel to?

Please see historical data at end of document.

• Service Structure: Would this contract be call-when-needed service only, or is it intended as an exclusive-use agreement requiring dedicated aircraft availability? Call when needed but must be available within 90 minutes.

• Pricing Considerations: Given that there are no scheduled routes or predefined expected flight hours, how would you prefer pricing to be structured? Flat annual rate based on mileage; see price cost schedule on RFQ (page 14 of RFQ)

• As this would require a dedicated equipment and crew to achieve the 90 minutes notice requirement, our quote will include a monthly minimum guarantee/quantity. Do you provide a monthly minimum guarantee? No, Firm Fixed Price contract; base plus four.

• Is it possible to get the number for flights and routes for the previous year? Please see historical data at end of document.

• In 2023 and 2024, what were the amount of times the previous vendor flew in the past for cases / recoveries? Trying to understand the amount of past trips that was done. Please see historical data at end of document.

• Lastly, of the cases the previous vendor flew on, what were the average flight times one way (outbound legs and returns)? Please see historical data at end of document.

• Who was the previous vendor on the contract if its not a new one? (see response above)

• How much was awarded last contract? (see response above)

Section B.4, Price/Cost Schedule:

EMS Team understands this line of work intimately well and wishes to extend our services to the MEDVAMC. Because of the urgency and many unknowns associated with projects such as these, we have some concerns about the pricing structure of this RFP.

• There is one CLIN for each option year of this contract. Given the unpredictable nature of this contract, will the VA consider adding a line item for flight time/distance to cover the variable cost of transporting organs? No, Firm Fixed Price contract; base plus four.

o The existing CLINS only accommodate fixed costs of providing a dedicated service to MEDVAMC, but do not provide a method to bill for flights provided.

• If not, is the VA willing to provide parameters to the scope of work? No

Airport? No
