About this file

This is a Request for Qualifications (RFQ) crosswalk document prepared by the City of Fairfax on behalf of City of Fairfax Schools (COFS) to establish a short list of qualified Construction Managers at Risk (CMAR) for renovations and additions to two COFS elementary schools in Virginia. The RFQ-90327 CO-16 Crosswalk document serves as a submission template requiring firms to identify and document their three most relevant representative projects that demonstrate qualifications for the upcoming work. Firms must complete two integrated tabs: the "Firm Representative Projects" tab, which summarizes key data from the firm's three most relevant projects, and the "Key Personnel Experience" tab, which crosswalks the experience of identified key personnel across the firm representative projects and other relevant projects. The document specifies that firms must provide comprehensive project details including firm role, project delivery method, pre-construction services provided, project size, project similarities to the COFS work, project status and schedule information, cost data including change orders, and documentation of non-owner requested change orders or claims.

Minimum key personnel required for submission include a Project Manager, Superintendent, and Preconstruction Services Manager, with each individual's anticipated time commitment and percentage allocation to the project clearly identified. The crosswalk format requires detailed documentation of each key person's role and months of participation on referenced projects, along with project delivery methods, square footage, similarities to the COFS scope, completion status with original and actual substantial completion dates, original and final contract values with growth percentages and change order counts, and any non-owner requested change orders or disputes. The template illustrates the required data structure through a sample VA Museum of Fine Arts project example, demonstrating a Construction Management at Risk delivery method with 25,000 square feet of new construction and 5,000 square feet of renovation completed three months late with $5 million in contract growth across five change orders.
