About this file
This file is a Questions and Answers document for RFQ 26-011 issued by the New York State Office of Mental Health for Catholic pastoral care and spiritual counseling services at Mohawk Valley Psychiatric Center. The RFQ solicits quotes for services totaling 28 hours per month, including weekly spiritual and pastoral counseling (1 hour), monthly youth services (4 hours), weekly Bible study (1 hour), weekly adult education groups (3 hours), and weekly rosary groups (1 hour). Services must be delivered exclusively at the main facility location at 1400 Noyes Street, Utica, New York in two main buildings (63 and 64). The scope requires an 8-hour orientation period in the first month, with all 28 monthly hours comprising both patient-facing time and preparation work. Quotes were due August 27, 2026, and this Q&A document addresses clarifications submitted by potential vendors regarding service delivery and contract administration.
The RFQ specifies that this is a pricing document only, with additional administrative forms and contract boilerplate to be provided if a contract is pursued following vendor selection. No set-asides exist for Service-Disabled Veteran-Owned Businesses, Minority/Women-Owned Businesses, or Disadvantaged Businesses. Vendors must submit hourly rates for 28 hours per month over 12 months using the required Attachment D form, and quotes are binding for 60 days after the submission deadline. Upon selection, the awarded contractor must provide current workers' compensation and disability benefits insurance certificates and general liability insurance acceptable to OMH, and must participate in the Electronic Payment program through the New York State Office of the State Comptroller. Services must be delivered by credentialed personnel such as priests, ministers, or lay ministers authorized by the appropriate religious authority, with OMH providing all necessary supplies, materials, equipment, and space.

Questions and Answers
# Question Answer
How do you plan to accommodate for mandated orientation and training hours required prior to patient service? Will you be adding those hours internally to a contract or re-issuing the quote sheet for those hours specified?
Our orientation is 1 day, total of 8 hours. This will be included in the first month’s allotted hours.
The scope of work allows seven (7) hours per week for performance, total 28 per month ("actual length of time of services"). Do you mean that to include preparation to deliver so that actual patient-facing time may be less than the amount in the scope?
It would be 7 hours total, patient facing time and preparation.
Are services to be delivered only at the main Mohawk Valley PC location in Utica?
Yes, services will only be completed at 1400 Noyes St, Utica, NY 13502 in 2 main buildings (building 63 & building 64).
As the Contract Boilerplate and Attachment "J" did not attach (only 1-4 of 8 were found) to the RFP in the NYSCR, will you furnish them with the Addendum conveying the questions and answers?
This is an RFQ just for quotes. Any additional administrative forms necessary will be provided if a contract is pursued
