The contractor must provide all specialized labor, materials, equipment, and professional supervision necessary to execute the catering service. The event theme is "Freedom 250 - American Excellence," honoring American accomplishments in science, technology, sports, and culture. The contractor is expected to propose a menu featuring traditional American regional dishes and will not be responsible for décor. The contractor must provide two distinct bar service formats: standard beverage bars serving wine, beer, and non-alcoholic beverages (provided by the Embassy), and signature cocktail bars with four contractor-created, theme-inspired cocktails. The contractor may install a support kitchen tent (maximum 3 x 8 meters) at its own expense. Pricing should be submitted in USD for 1,000 guests, with Value Added Tax listed separately. The contract is firm-fixed price.
Quotations are due by April 22, 2026, at 14:00 local time (Buenos Aires) and must be submitted electronically to BNS-Procurement@state.gov in MS Word, Excel, or PDF format with a maximum file size of 30 MB. A pre-quotation site visit is scheduled for April 16, 2026, at 14:00 at Bosch Palace, with registration required by April 14. Questions may be submitted until April 17 at 14:00. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations. Required submissions include completed SF-1449 form, pricing information (Section 1), representations and certifications (Section 5), proof of SAM registration, and additional information addressing evaluation criteria including past performance references, years of experience, comprehension of the Statement of Work, menu presentation and originality, and work plan/master plan. The contractor must comply with all security requirements, including submission of worker names and identification to the Embassy's security office one month prior to the event, maintain labor risk insurance (ART) per Argentine law, and ensure staff compliance with fire prevention and smoke-free workspace policies. All equipment must be inspected by Embassy personnel before use, and any damage to the 100-year-old residence floors must be repaired at the contractor's expense.

The catering company shall provide all materials and equipment required for both bar services, including bar structures, glassware, tools, and service staff.
For the signature cocktail bar, the catering company is requested to create at least four signature cocktails inspired by the event’s theme. The cocktail bars will display the signature cocktail menu, and will be responsible for serving only those cocktails to guests.
Standard beverage bars shall serve red wine, white wine, sparkling wine, beer, and non-alcoholic beverages. The embassy will provide the non-alcoholic beverages, wine, and sparkling wine to be served at the standard beverage bars during the event.
Service Location:
The service will take place in the reception rooms on the first floor of Bosch Palace and in an outdoor tent of approximately 20 x 40 meters located on the rear staircase and garden area. The selected catering company may install, at its own expense, a support kitchen tent of up to 3 x 8 meters alongside the main tent in the French garden area, near the service exit. The Embassy will provide only the designated space for this purpose. The catering company must inform the Embassy in advance of all equipment to be installed and its power requirements.
Tasting:
As part of the evaluation process, the Embassy reserves the right to request a tasting from one or more shortlisted offerors. If required, the Embassy will contact the selected offeror(s) to coordinate the date, time, location, and other relevant details. The tasting shall be based on items proposed in the submitted menu and may be considered as part of the final evaluation of the proposal.

The company must guarantee an operator of the generator to be on site the day of the setup, the previous day to run the test for approximately 6 hours and the day of the event during the whole day, starting at 8am until the party ends. The company can disconnect the equipment after the event is over as indicated by the COR. This excludes the equipment corresponding to the heating of this rear tent, which will be provided by the company supplying the tent.
Security:
One month before the event, the selected contractor must provide our security office with a list of all workers’ full names and the personal information required on the official Regional Security Office forms, duly completed and signed. After preliminary checks, the Embassy security office may interview the personnel.
This requirement is mandatory and cannot be waived, as the verification process takes considerable time due to the large number of workers involved.
All staff working onsite must be accompanied at all times by Embassy employees.
The contractor must submit a list of all team members requiring daily access to the premises.
General requirements:
The contractor must provide all necessary materials (as per Embassy specifications), as well as tools, supplies, equipment, transportation, specialized labor, and permanent supervision to ensure proper service execution, in compliance with current regulations, the code of conduct and any applicable rules.
Some kitchen equipment at the residence may be used, assuming proper care at all times.
All equipment brought in by the catering company will be inspected before service to ensure compliance with security regulations. For example, if a gas oven is introduced, it must be checked by Embassy personnel before use. This procedure applies to all materials and equipment brought in by the contractor.
The contractor must provide information on electrical consumption needs for installed equipment and precise lighting requirements for both indoor spaces and tent setups. This data must be submitted at least one month before the event for proper planning of power boards and generators by the event planner.
