About this file
This is a Request for Quote (RFQ) issued by the Idaho Department of Juvenile Corrections (IDJC) for pest control services at three Juvenile Correction Centers: JCC-Lewiston, JCC-Nampa, and JCC-Saint Anthony. The RFQ seeks comprehensive pest control services including control of insects, spiders, rodents, and other pests using chemicals and mechanical methods. Site visits are scheduled for July 13, 2026 (JCC-Lewiston, 9:00 a.m. Pacific time), July 16, 2026 (JCC-Saint Anthony, 9:00 a.m. Mountain time), July 17, 2026 (JCC-Nampa, 9:00 a.m. Mountain time), and a second site visit at JCC-Saint Anthony on July 23, 2026. Prospective vendors must RSVP for site visits by the deadlines specified in the document. Written questions are due by July 27, 2026, and quotes must be submitted by August 6, 2026, both at 11:59:59 p.m. Mountain time. All three facilities require monthly pest control services, with JCC-Lewiston and JCC-Saint Anthony using traps and baiting for rodent control, while JCC-Nampa and JCC-Saint Anthony also require CO2 vole control services at an hourly rate (estimated at 24 and 15 hours annually, respectively).
Vendors must have a minimum of five years of pest control experience serving commercial or residential customers and must provide written evidence of this experience. IDJC reserves the right to request references from up to five clients for whom services were provided within the past two years. Award will be made either on an "all or none" basis to the lowest-cost responsive responsible vendor or separately by facility to the lowest-cost vendors for each JCC, with IDJC determining the method in its sole discretion. Vendors must submit detailed pricing on the provided Exhibit B Price Sheet with itemized costs and may include pricing for additional pest control services not included in the base scenarios. Contractors must obtain Commercial General Liability insurance with limits of not less than $1,000,000 per occurrence, Commercial Automobile Liability insurance with limits of not less than $1,000,000 per accident, and Workers Compensation insurance with employer's liability limits of $1,000,000, with the State of Idaho named as an additional insured. All insurance must be obtained within five business days of contract award. Contractors must employ technicians with at least two years of pest control experience, wear distinctive uniforms, operate clearly marked vehicles, comply with all applicable federal, state, and local laws, provide written documentation of services within two business days after each visit, and respond to emergency pest control requests with technician arrival by 1 p.m. the next business day.

Exhibit B – Price Sheet
Pest Control Services for IDJC
This Exhibit B - Price Sheet must be completed and submitted as part of your quote.
Your price(s) must be fully burdened to include all costs associated with providing pest control services meeting the requirements specified in Exhibit A – Scope of Work, for each JCC under the Contract(s). All prices must be single dollar amounts, not ranges.
For evaluation purposes, in this Exhibit B - Price Sheet IDJC sets forth Scenarios that essentially identify each JCC’s current pest control needs for one (1) year. The Vendor must enter a Total for each JCC for which it is submitting a quote based on the JCC’s Scenario. Additionally, the Vendor must itemize all pricing used for each Total entered, which is the pricing that it must use for the first one (1) year term of the Contract(s) for the service needs described in the Scenario. The itemization must be in sufficient detail so that IDJC can understand what it will be charged if the Vendor is awarded a Contract.
(The Total for each JCC and the Total Price are for evaluation purposes only. Contract usage will be based on each JCC’s needs, and so IDJC makes no guarantees as to the amount of services it will order under the Contract.)
PLEASE also attach descriptions of all other pest control services you provide that we have not factored in the Scenario(s) and identify the pricing for those services. Each JCC may choose to use some of those services, all of those services or none of them. This pricing will not be factored in the evaluation.
