About this file

This Request for Quotations (RFQ) 13415 is issued by the County of San Diego's Department of Purchasing and Contracting for aviation flight suits, flight helmets, custom apparel, and fitting and tailoring services to support the Sheriff's Office Aerial Support to Regional Enforcement Agencies (ASTREA) Division. The ASTREA Division operates seven turbine helicopters—four Bell 407s, three Bell 205A1s, and one Bell 412 EPX—requiring specialized safety equipment for airborne law enforcement missions and fire/rescue support. The RFQ specifies the provision of Gentex helmet systems (or equal), Sentinel flight suits (or equal), flight jackets, flight shirts, and standard flying gloves in multiple sizes, all constructed from fire-resistant Nomex aramid fabric. Required services include custom measuring, fitting, tailoring, alterations, repairs, and coordination of manufacturer warranty services, performed in person at a location within 100 miles of San Diego County. The estimated quantities for the initial term are four helmet systems, 20 flight suits, four flight jackets, 20 flight shirts, and 20 pairs of gloves, with an additional 20 custom tailoring services. The deadline for questions is October 5, 2026, and quotes are due October 19, 2026, both prior to 5:00 p.m. San Diego time. The contract term is an initial one-year period (ending October 31, 2027) with four optional one-year renewal periods, potentially extending through October 31, 2031, with the possibility of an additional six-month incremental extension.

Pricing shall be fixed and firm throughout the contract life with no additional charges permitted beyond those specified in the Cost/Price exhibit, and offerors must provide unit prices for each line item across all contract periods. The RFQ encourages participation from Small-Local Business entities and requires offerors to demonstrate authorized distributor or dealer status with access to genuine replacement parts and manufacturer support. All products must be new, with no refurbished, used, or grey market goods acceptable. Standard lead times are 30 business days for tailored items and 90 days for helmets, with delivery required to the Sheriff's ASTREA Division in El Cajon, California between 8:00 a.m. and 3:00 p.m. Monday through Friday. The contractor must maintain individual sizing and alteration records, provide a 90-day guarantee against manufacturer defects with expedited replacement at no additional cost, and establish a designated warranty contact for prompt claim resolution. Contractor shall obtain and maintain commercial general liability insurance with a $2,000,000 per occurrence limit, automobile liability insurance with $1,000,000 limits, and workers' compensation insurance, with the County named as additional insured. Award is contingent upon County acceptance of product samples and compliance with all County policies, including sustainability, cultural competency, and environmental considerations.
