STATEMENT OF WORK

Adult Basic Education Digital Content, Printed

Curriculum, and Training

I. Subject:

The Federal Bureau of Prisons (BOP) intends to make a single award to an entity that will be responsible for providing a standardized Adult Basic Education (ABE) printed curriculum and digital content to two BOP institutions. The digital content and printed curriculum must have been created specifically for adult ABE students.

The vendor must clearly demonstrate the product is aligned with Common Core Standards (or equivalent standards), K through Grade 5 (see Curriculum Section for specific standards). The Common Core Standards are the standards used to develop the General Educational Development (GED) Test. The product must be available in both English and Spanish. Upon completing the ABE content/curriculum, students will be able to progress to the next level, and ultimately be ready to take and pass the English or Spanish GED Test to complete the BOP’s literacy program.

The digital content and printed curriculum must have measurable behavioral objectives and procedures, as well as clear criteria which establishes minimum expectations for program completion and assessment of student progress. The digital content and printed curriculum must also successfully run on a comprehensive student progress tracking system (to include flow charts) which tracks students’ progress from one content area/skill level to the next.

Additionally, the vendor must provide a printed textbooks/workbooks and printable curriculum that mirrors the digital content which covers all standards. The digital content and printed curriculum must provide teacher resources/guides, lesson plans, and include supplemental student workbooks. In addition, teacher lesson resources/guides and lesson plans should provide adaptations for inmates with learning disabilities. The product should be able to address both computer-based instruction and traditional classroom instruction.

The vendor will also provide training for staff on the standardized ABE digital content and printed curriculum.

The digital courseware system allows for the ingestion of additional contents such as Parenting, Occupational Education, etc., in the future. The BOP retains ownership of any purchased digital content.

Background:

The BOP was established in 1930 to provide more progressive and humane care for Federal inmates, to professionalize the prison service, and to ensure consistent and centralized administration. The Federal prison system is a nationwide system of prisons and detention facilities for the incarceration of persons who have been sentenced to imprisonment for Federal crimes and the detention of persons awaiting trial in Federal court. The defined mission of the BOP is as follows:

It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.

As an agency under the Executive Branch of the United States Government, the BOP receives an annual appropriation of funds to accomplish its mission. The public trust demands that this annual appropriation be prudently managed. Monies spent to provide education to the inmate population must reflect the agency’s best efforts to obtain cost-effective services, consistent with community standards.

The Common Core Standards for K through Grade 5 are available at http://www.corestandards.org/.

The following BOP Program Statements, which are available electronically at http://www.bop.gov/, are applicable to this contract.

http://www.corestandards.org/ http://www.bop.gov/

1. Program Statement 5300.21 – Education, Training, and Leisure Time Program Standards.
