Additional Information and Submission Instructions

1.0 General

The Government intends to award a contract to the lowest priced, technically acceptable, and responsible offer. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.

The Government reserves the right to award without discussions.

Therefore, each initial offer should contain the Offeror’s best terms from a price and technical stand point. However, the Government reserves the right to conduct discussions if determined to be in the Government’s best interest by the Source Selection Authority (SSA).

1.1 Number of Contracts to be awarded

The Government intends to select one contractor to provide all of the supplies/services covered herein. However, the Government reserves the right to award multiple contracts, or to make no award on some or all line items.

The resulting contract will be a firm fixed priced contract.

Any charges for shipping or other fees must be included in the price. There will not be a separate CLIN for shipping charges or other fees. Paper offers will not be accepted.

1.2 Rejection of Unrealistic Offers

The Government may reject any offer that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions or unrealistically high or low in price when compared to Government estimates, such that the offer is

RFPP0700NAS160861

deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of program.

2.0 Evaluation and Evaluation Factors

This acquisition will utilize Lowest Price, Technically Acceptable (LPTA) source selection procedures. Failure to meet a requirement may result in an offer being determined unacceptable. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.

The Government will evaluate the factors and sub-factors described below:

Factor 1 – Price Factor 2 - Technical Acceptability Factor 3 – Past Performance

2.1 Evaluation Method

A technical evaluation will be performed on the technical section of the offer with the lowest evaluated price. If the offer is technically acceptable, it will be evaluated for past performance. If the lowest priced offer is not technically acceptable or does not have acceptable past performance, the next lowest priced offer will be evaluated, etc.

2.2 Price

The Offeror’s price proposal will be evaluated based upon the total evaluated price. The total evaluated price will be calculated as the sum of the proposed extended prices for all CLINS including all options. Evaluation of options is not a guarantee that the option will be exercised by the government.

Proposed prices will be evaluated for reasonableness. For a price to be reasonable, it shall represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Price reasonableness may be established by adequate price competition and/or price analysis techniques.

RFPP0700NAS160861

The Government may also determine an offer unacceptable should the proposed prices, be materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.

2.3 Technical Factors

Technical proposals will be evaluated for acceptability in accordance with the criteria set forth in this section. The Offeror’s technical proposal must convey to the Government that the Offeror is capable, possesses adequate technical expertise and experience, possesses sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion to meet the needs of the Government.
