About this file
This amendment to a request for proposals provides clarification on technical and pricing responses. The solicitation seeks preclinical services for biopharmaceutical product development in support of infectious disease therapeutics and diagnostics. Respondents are asked to describe their capabilities and experience for potential task orders through detailed proposals and methodologies rather than pricing individual sample tasks included as examples. Cost proposals will be evaluated for reasonableness based on the work described rather than compared directly against other submissions. The National Institute of Allergy and Infectious Diseases will administer task orders under these multiple award contracts to support its mission and that of other National Institutes of Health programs. The proposal due date remains June 13, 2022 at 3:00PM EST.

PURPOSE OF SOLICITATION AMENDMENT:
The purpose of this amendment is to address questions regarding RFP 75N93022R00004.
Question 1: Do offerors need to provide technical responses to the Sample Task Orders provided in the solicitation (Attachments 6 – 11; Pages 136 – 160)?
Answer 1: Potential Offerors offering their service for Task Orders in one or several Task Areas (from A to E) are requested to describe what and how the Offerors would conduct Task Orders.
The Sample Task Orders are provided as examples for potential Offerors to propose Task Orders using their own data that demonstrate their capability and experience with detailed descriptions of the proposed activities, approaches, methodologies, plans and procedures for completion of activities. See also “Additional Technical Proposal Instructions” (Attachment 5, page 129).
Question 2: Do offerors need to provide pricing/cost information based on the Sample Task Orders provided in the solicitation (Attachments 6 – 11; Pages 136 – 160)? If not, how will the Government be evaluating and comparing the cost between different proposals?

AMENDMENT #5
Answer 2: This IDIQ Contract aims to provide the service for multiple Task Orders over the length of the Contract. The cost/price estimate for a Task Order(s) is helpful; however, it is not representing all business information required for the IDIQ Contract proposal. Cost proposals will be evaluated to determine reasonableness for the work described. An Offeror’s cost proposal will not be compared against other offeror’s cost proposals. Please refer to the “Business Proposal Instruction” (Page 91), Section M – Evaluation Factors for Award, 2. Cost/Price Evaluation (Page 104), and “Additional Business Proposal Instructions” (Attachment 7, Page 157).
