About this file

This Solicitation Amendment 1 document is issued by the North Dakota Department of Public Instruction (NDDPI) for a School Data Migration project (Solicitation Number 201-2025-1000-1). The project involves extracting data from existing PowerSchool and TieNet systems across 167 school districts, approximately 400 schools, 17 Career and Technology Centers, 6 Regional Education Associations, 31 Special Education Units, and 2 state institutions, with the goal of migrating this data into a new Infinite Campus student information system. The solicitation was originally issued on June 25, 2025, with a proposal submission deadline of July 30, 2025, at 11 AM Central Time. The anticipated contract start date is approximately August 14, 2025, with a proposed go-live date of June 30, 2026.

The amendment provides detailed responses to 62 vendor questions covering various aspects of the project, including data extraction methodologies, security requirements, project management, and technical considerations. The project has a budget limit of $250,000, and vendors are expected to propose their own data migration strategies, cleansing approaches, and project methodologies. The vendor will be responsible for coordinating with Local Education Agencies (LEAs), managing data extraction and cleansing, and preparing data for migration into Infinite Campus. Key technical constraints include strict requirements around remote access, with no offshore resources permitted, and adherence to the State of North Dakota's IT Standards for Remote Access and Data Classification Policy. The state will provide schema information and access to systems during the discovery process, but expects the vendor to develop detailed project plans and validation metrics.
