About this file

This document is a Request for Proposal (RFP) issued by the Idaho Department of Health and Welfare (the Department) seeking proposals for foster parent recruitment and retention services. The RFP outlines the scope of work, which includes recruiting and retaining skilled and qualified foster families, integrating with the Department's foster parent training services, and providing support to new and existing foster parents through the use of Recruitment and Peer Mentors. The RFP specifies performance metrics, such as a 1.5:1 goal and 0.75:1 ratio of foster parents to children in care. The proposal is due on August 16, 2024, and the contract term is not specified.

The RFP does not provide a set budget but allows offerors to submit their best costs for the services outlined. The current vendor for these services is Eastern Washington University. The Department expects the successful contractor to work collaboratively with the Department, regional offices, other agencies, and tribal entities to achieve the recruitment and retention goals.

What is the biggest challenge in the state currently recruiting and retaining foster parents?
The biggest recruitment challenge is identifying where to recruit families who are interested in caring for children/youth aged ten (10) years old and older, with mental and behavioral health needs, and large sibling groups.

The biggest retention challenge, according to the annual foster parent survey, is there has been a decrease in the number of families who feel like a member of the professional team and those who were satisfied with the overall support received from the Family Service Workers.
