About this file
This Request for Proposals (RFP) is issued by the Town of Oxford, a municipal corporation located in Talbot County, Maryland, seeking qualified contractors for comprehensive residential yard waste and bulk collection services. The Town welcomes partial bids for individual service components and does not require bidders to propose on all services. Yard waste collection services include twice-monthly curbside collection year-round (preferably the second and last Tuesday of each month), with additional leaf collection via vacuum service from late fall through mid-December for leaves raked to the curb. Bulk collection services are appointment-based, with residents scheduling pickups through Town Hall up to two days prior to collection. The Town has 457 residential housing units, though not all utilize these services. A mandatory pre-bid meeting is scheduled for July 6, 2026, at 10:00 AM at 101 Market Street, Oxford, MD 21654, with a site visit to follow. The deadline for written questions is July 10, 2026, by noon. Sealed proposals are due by July 24, 2026, at 10:00 AM, with public opening at 10:01 AM. The contract is awarded on a lump sum basis for an initial term of one year with options for renewal. The contract award is anticipated within 60 days of bid opening, and the successful contractor must begin work within three business days of contract execution.
Bidders must provide lump sum pricing for all services including labor, equipment, materials, overhead, and incidentals, with an hourly rate schedule for change order work. The RFP uses weighted evaluation criteria (RFP response quality 25%, technical approach and work plan 25%, cost 30%, and references 20%); however, the award standard is the lowest responsible and responsive bidder. Minimum qualifications require five years of experience in landscape or trash removal services in a similar government environment or documented familiarity with Oxford, MD, with verifiable references. Contractors must be licensed in Maryland, hold a Certificate of Status from the Maryland State Department of Assessments and Taxation (SDAT), and maintain comprehensive general liability insurance ($2,000,000 per occurrence/$4,000,000 aggregate), automobile liability insurance ($500,000/$1,000,000 bodily injury; $300,000 property damage), workers' compensation as required by Maryland law, and professional liability insurance ($10,000,000 per claim). Monthly payments will be made approximately 30 days after invoice approval based on percentage of work completed. The Town is located in a small, sensitive coastal community requiring careful operational practices to minimize environmental and neighborhood impacts. No specific set-aside requirements, incumbents, or federal funding sources are identified in the solicitation.

3.12 Acceptance or Rejection of Bids
Unless otherwise specified, the Town will consider awarding a contract to the most RESPONSIBLE and RESPONSIVE Contractor complying with the provisions of the Bid Documents, provided the bid does not exceed available funds and it is in the best interest of the Town to accept it.
The Town reserves the right to:
• Reject the bid of any Contractor who has previously failed to perform properly or complete on time a contract of a similar nature.
• Reject bids from Contractors debarred from doing business with the State of Maryland or the Federal Government.
• Reject any and all bids, accept in whole or in part, add or delete quantities, waive informalities or irregularities, or re-advertise, where such action is in the Town's best interest.

• Reject bids with obviously unbalanced unit prices. Unbalanced prices are interpreted as unit prices that are unreasonable for a particular item when considered alone relative to the overall bid.
In determining a Contractor's RESPONSIBILITY, the Town may consider: ability, capacity, and skill; character, integrity, and experience; quality of past performance; compliance with laws and ordinances; adequacy of insurance; current workload and capacity; and methods to be used in fulfilling the contract.

The Town will execute the Contract within seven (7) days after receipt of the Contractor's executed Contract Form and Town Commissioner approval. Failure by the Contractor to execute the Contract and submit required documents, insurance, and bonds within the time stated shall be cause for annulment of the Award. Award may then be made to the next lowest responsible Bidder, or the work may be re-advertised.
3.14 Notice to Contractors
Before submitting Bid Documents, the Contractor must become fully informed as to the extent and character of the goods and/or services required and completely familiarize itself with the requirements of these Bid Documents. Failure to do so will not relieve the Contractor of responsibility to fully perform. No consideration will be granted for any alleged misunderstanding of the material to be furnished or the services to be performed.
Submission of a bid constitutes agreement with all items and conditions referred to herein.
Any items, systems, or devices supplied in this bid that are proprietary in nature relative to maintenance, repair, servicing, or updating must be disclosed on the bid form.
