About this file
This RFP solicitation document pertains to Miami-Dade County's procurement on behalf of the Citizens' Independent Transportation Trust (CITT) for financial consulting services to the Office of the Citizens' Independent Transportation Trust (OCITT). The County seeks qualified consultants to provide comprehensive financial consulting services on an as-needed basis through work orders, encompassing general financial consulting, financial analysis and modeling, performance management and measurement, strategic planning, business planning, fiscal policy formulation, economic analysis, benchmarking, transit cost analysis, and related technical assistance. Proposals were due September 2, 2026, with evaluation projected for September through October 2026 and an anticipated award date in November 2026. The County anticipates awarding one contract for an initial ten-year period, with an option to extend for an additional 180 calendar days by mutual agreement and Executive Director approval, and potential for further extensions beyond the initial extension period.
Pricing represents 10 of 100 evaluation points and will be evaluated subjectively in combination with technical proposals. Proposers must submit not-to-exceed hourly rates for various staff positions that remain firm and fixed throughout the entire ten-year contract term, with travel costs reimbursed separately subject to Florida Statutes Section 112.061 and County approval. A 2 percent User Access Program fee applies to all sales, and payment terms provide for 45 calendar days from invoice receipt with expedited 14-day payment for SBE subcontractor goals. Small Business Enterprise (SBE) certified vendors receive an additional 10 percent of technical evaluation points, while Local Certified Veteran Business Enterprises receive an additional 5 percent of technical points. A local preference provision applies whereby if a non-local proposer ranks highest and a local proposer ranks within 5 percent, the local proposer receives the opportunity to negotiate. Insurance requirements include worker's compensation, commercial general liability of at least $1,000,000 per occurrence, automobile liability of $300,000, and professional liability of at least $1,000,000 per claim.
