The project scope requires proposers to design and construct a single-structure, CMU-facade restroom with a metal roof featuring two private, unisex, ADA-compatible restrooms with water-conscious fixtures, LED lighting, paper towel holders, soap dispensers, waste receptacles, and baby changing stations. The facility will include high and low drinking fountains with bottle fillers located outside the private restrooms and will operate on self-contained solar power installed by the awarded vendor. Proposers must complete all subgrade preparations, foundation installation, utility hookups to stub outs provided by others, and submit engineered drawings stamped by a Texas-licensed Professional Engineer. The pre-submission meeting is scheduled for September 15, 2026 at 2:00 PM at Terrell City Hall, with written clarification requests due by 2:00 PM that same date. A single contract will be awarded that includes both design and installation/construction services.
Evaluation criteria are weighted as follows: Experience (10 points), Work Performance (15 points), Capacity to Perform (5 points), Timeline (10 points), and Proposed Cost (60 points). The awarded proposer must execute Payment and Performance Bonds before authorization to proceed with construction; performance bonds are required for contracts exceeding $100,000, and payment bonds are required for municipal contracts exceeding $50,000, with bonds due within 30 days of design approval. All work must comply with federal and state civil rights laws, Section 3 provisions encouraging participation by Section 3 residents, minority-owned businesses, small businesses, and women-owned businesses.
