About this file

This is an RFP note prepared by the City of Detroit's Construction & Demolition Department (CDD) and Building, Safety Engineering & Environmental Department (BSEED) for an emergency residential demolition project at 8532 Bryden Street. The project involves the demolition of a one-story brick single-family dwelling that suffered significant fire damage on July 29, 2026, resulting in structural compromise including roof collapse, loss of interior framing integrity, and ceiling collapse. The property is vacant and open to trespass, with unmaintained yard conditions containing burnt debris. A fire inspection was previously conducted on June 30, 2026, and BSEED has recommended emergency demolition. The awarded contractor must adhere to emergency timelines regardless of frost law restrictions and complete the project within the specified emergency performance period.

The successful vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform and comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Additionally, upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department (DWSD) will be notified to verify water service line material and remove any lead service lines if present, a process expected to take up to five business days. The demolition project timeline will be paused during DWSD's inspection and removal activities, with CDD tracking hold dates and release dates in Salesforce to ensure accurate contractor performance documentation and contractual compliance. No changes to the contractor's scope of services or responsibilities result from the lead service line removal process.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
