RFP MWBE SDVOB – Lehman Block
Request for Proposals (RFP)
Storefront Restoration: Lehman Block Building, 102 Main Street, Sharon Springs, NY 13459
RFP Issue Date: July 10, 2026 Proposal Due Date: August 3, 2026
Project Overview
The owner of the historic Lehman Block Building is soliciting proposals from New York State Certified Minority and Women-Owned Business Enterprises (MWBEs) and/or Service-Disabled Veteran Owned Business (SDVOBs) to complete the restoration of the building's historic storefront as part of a larger rehabilitation project funded through the NY Forward Program, Empire State Development grant.
Historic Significance
The Lehman Block Building has played a significant role in the commercial and cultural history of the Sharon Springs community. For forty-two years, Eugene Lehman crafted exquisite violins and stringed instruments in the building. Throughout its history, the building has housed a variety of businesses, including an opera house, tinsmith, plumbing store, Speed Wash Laundromat, antiques shop, grocery store, video rental business, cafés, and gift shops. In 1999, while owned by the Lehnert family, who resided in the upper floors, the building became a vibrant center of activity on Main Street with the popular Rockville Café, Baby Jane's, and The Finishing Touch gift shops.
Today, the building houses world-renowned Adelphi Paper Hangings, offering meticulously reproduced hand-printed wallpaper. A renovated and adjacent storefront will improve the home of the Thistle Hill Weavers Study Center.
Project Description
The NY Forward-funded rehabilitation included restoration and renovation of the building's exterior siding, window restoration and replacement, door trim restoration, repair and restoration of eaves and decorative corbels, exterior painting, upgrades to the stone foundation, expansion of the site's drainage system, and installation of insulation. This request for proposal is for:
• Restoration of the historic storefront as described in the enclosed plans, but not limited to:
new energy-efficient windows and doors to follow historical façade, remove siding to replicate existing historical storefront wall, replace existing light and exterior paint.
This Request for Proposals specifically seeks qualified New York State Certified MWBE or SDVOB contractors to perform the historic storefront restoration portion of the project.
Eligibility
Proposals will be accepted only from firms that are currently certified by New York State as a Minority and/or Women-Owned Business Enterprise (MWBE) or Service-Disabled Veteran-Owned Business (SDVOB).
