About this file

This is a Bidder's Questionnaire document for the Washington Department of Labor & Industries (L&I) solicitation K6089 regarding a Retrospective Rating Insurance Table Implementation Review. The project requires an independent study to evaluate retrospective rating adjustment results for enrollment periods in October 2023, January 2024, and April 2024. The study must verify that adjustment results align with improved fairness expectations in the distribution of retrospective rating refunds among participants as outlined under WAC 296-17B-010. The questionnaire serves as a preliminary screening tool to assess bidder qualifications and capability to perform the required analysis and review of the rating adjustment methodology.

The questionnaire collects essential bidder information including organizational details, experience with retrospective rating systems, technical expertise, and relevant past performance on similar projects. Responses to this questionnaire will likely inform L&I's evaluation of bidder eligibility and readiness before formal proposal submission. The document establishes baseline qualifications and demonstrates bidder understanding of the project scope prior to full proposal development and cost submission.
