About this file

This is a Request for Proposals (RFP) Exhibit D Proposal Form issued by the Sacramento County Sheriff's Department for the 2026/2027/2028 Rotational Tow Program. The County seeks qualified tow companies to provide 24/7 towing and vehicle storage services across five designated operational divisions covering unincorporated Sacramento County with response time requirements of 30 minutes during business hours (9:00 a.m. to 3:00 p.m., Monday-Friday) and 40 minutes during all other times. The contract term is two years effective November 1, 2026, through October 31, 2027, with two optional one-year extensions at the County's discretion. Qualifying contractors must maintain a minimum of three Class A tow vehicles with at least 14,001 GVWR, operate a primary business office and storage yard within Sacramento County with capacity for at least 30 vehicles, and possess all necessary federal, state, and local licenses and permits including LiveScan background clearance. Proposal submission deadline is March 13, 2026, at 4:00 p.m., with tow storage facility inspections scheduled for March 23, 2026, and award recommendation anticipated by May 1, 2026. Written questions must be submitted by February 17, 2026, with an addendum issued by February 24, 2026.

Tow rates are capped at $275.00 per Class A vehicle, with daily storage rates capped at $70.00 per day, subject to review at contract end. No incumbent vendor has been identified for this rotational program, and there are no specific set-aside designations limiting participation. Proposers must certify under penalty of perjury compliance with all state and federal requirements, including having no financial interests in competing tow companies, no family members operating competing services, no shared facilities with other tow operators, and no criminal convictions related to vehicle crimes, fraud, violence, or driving under the influence. All proposers must submit comprehensive documentation including certificates of liability and workers' compensation insurance naming the County as additional insured, copies of all required County and City business licenses, DMV Motor Carrier of Property Permit documentation, lease agreements if applicable, and detailed rate schedules covering hourly rates for storage, contract labor, and special equipment rental by truck class. The County intends to accept multiple qualified tow companies into the rotation to maximize coverage and response times across designated service areas.

COUNTY OF SACRAMENTO CERTIFICATION OF COMPLIANCE

WITH COURT ORDERED CHILD, FAMILY AND SPOUSAL SUPPORT

WHEREAS, it is in the best interest of the County that those entities with whom the County does business demonstrate financial responsibility, integrity and lawfulness; and, further, it is inequitable for those entities with whom the County does business to receive County funds while failing to pay court-ordered child, family and spousal support which shifts the support of their dependents onto the public treasury.

THEREFORE, in order to assist the Child Support Department in its efforts to collect unpaid court-ordered child, family and spousal support orders, the following certification must be provided by any individual, partnership or other entity which is seeking to contract with the County to provide goods or to perform services for or on behalf of the County.

CERTIFICATION

PROPOSER hereby certifies that:

(a) The following information has been provided to the Sacramento County Child Support

Department and/or the District Attorney for each of PROPOSER’s Principal Owners (any individual owning 25% or more in such entity) who is subject to a court-ordered child, family or spousal support order.

1. Name, title, last known residence address and social security number

2. All earnings paid to or payable to such principal owner pursuant to any contract with

Sacramento County

3. Whether dependent health insurance coverage is available to or provided to such Principal

Owner

(b) PROPOSER’s Principal Owners are currently in substantial compliance with any court-ordered child, family and spousal support order, or, in the alternative, has made a good faith effort to become current or arrange a payment schedule with the Child Support Department, District

Attorney or the court.

(c) PROPOSER has fully complied with all applicable state and federal reporting requirements relating to employment reporting for its employees.

(d) PROPOSER has fully complied with all lawfully served wage and earnings assignment orders and notices of assignment and will continue to maintain compliance.

NOTE: Failure to comply with state and federal reporting requirements regarding PROPOSER’s employees or failure to implement lawfully served wage and earnings assignment orders or notices of assignment constitutes a default under any contract with COUNTY. Failure to cure such default within 90 days of notice by the County shall be grounds for termination of contract.
