This is a Request for Proposals (RFP) for a highway construction task order under the Idaho, Montana, and Surrounding Areas Multiple Award Task Order Contract (MATOC). The project, ID FLAP ADA 2019(1), is titled "Western Heritage Byway - Swan Falls Road" and is located approximately 5 miles south of Kuna, Idaho in Ada County. The solicitation is issued by the U.S. Department of Transportation Federal Highway Administration (FHWA) Western Federal Lands Division in Vancouver, Washington, with solicitation number 69056726R000010. Proposals are due by 1400 hours local time on October 20, 2026, and will be publicly opened at that time. This RFP is exclusively for six pre-selected MATOC contractors: ASCORP Inc. DBA Debco Construction, Granite Construction, Hamilton Construction, M.A. Deatley Construction Inc., MJ Hughes Construction Inc., and Thompson Contracting Inc. Award will be made based on price evaluation.

The project consists of four separate bid schedules (A, B, C, and D) representing different segments of the Western Heritage Byway improvements, with lengths ranging from 3.25 to 8.50 miles. Work includes clearing and grubbing, roadway excavation, asphalt concrete pavement placement, pavement milling, culvert installation, erosion control, temporary traffic control, pavement markings, and roadway fixtures such as cattle guards and picnic tables. The estimated total project price range is $5,000,000 to $10,000,000. The contractor must commence work within 10 calendar days of receiving the notice to proceed and complete all work by October 27, 2027. A bid bond equal to a percentage of the bid amount is required, along with performance and payment bonds. Large businesses (average gross annual receipts of $45 million or more over the past three years) must submit an acceptable subcontracting plan prior to award. Bidders must acknowledge all amendments, complete the SF 1442 form, provide certifications and representations in SAM.gov, and submit printed proposals only to the FHWA Vancouver office. Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-24) apply, along with special contract requirements and general wage determinations.

3. The bond may express penal sum as a percentage of the bid price. In these cases, the bond may state a maximum dollar limitation (e.g., 20% of the bid price but the amount not to exceed dollars).

4. (a) Corporations executing the bond as sureties must appear on the Department of the Treasury's list of approved sureties and must act within the limitations listed therein. The value put into the Liability

(c) When individual sureties are involved, a completed Affidavit of Individual Surety (Standard Form 28) for each individual surety, shall accompany the bond. The Government may require the surety to furnish additional substantiating information concerning its financial capability.

5. Corporations executing the bond shall affix their corporate seals. Individuals shall execute the bond opposite the word "Corporate Seal"; and shall affix an adhesive seal if executed in Maine, New

Hampshire, or any other jurisdiction requiring adhesive seals.

6. Type the name and title of each person signing this bond in the space provided.

7. In its application to negotiated contracts, the terms "bid" and "bidder" shall include "proposal" and

"offeror."

Bidder/Offeror please note: Before preparing the bid, carefully read the Solicitation Provisions. Insert a unit bid price, in figures, for each pay item for which a quantity appears in the bid schedule. Unit bid prices should be quoted no more precisely than the nearest cent (2 decimal places). Unit bid prices quoted more precisely will be rounded up to the nearest cent by the Government. Multiply the unit price by the quantity for each pay item and show the amount bid. Should any mathematical check made by the Government show a mistake in the amount bid, the corrected unit price extension shall govern. When the word "LPSM" (Lump Sum) appears as a unit bid price, insert an amount for each lump sum pay item. When a sum based on a fixed rate appears for any pay item in the amount bid column, include the Government inserted amount bid for the item in the total bid amount. Total all of the amounts bid for each pay item and show the total bid amount.
