About this file
This is a Questions and Answers document for Project ID FLAP ADA 2019(1), Western Heritage Byway – Swan Falls Road, dated 9/28/26. The document addresses contractor eligibility and bidding procedures for this federal construction project.
The project is advertised exclusively to prime contract holders under the Idaho, Montana, and Surrounding Areas Multiple Award Task Order Contract (MATOC), an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle managed by the Western Federal Lands Highway Division. Only contractors who were pre-qualified and selected through a full and open competitive evaluation process are eligible to submit proposals as prime contractors. These pre-qualified contractors were assessed on technical capabilities, past performance, and pricing structure. For non-MATOC contractors, the document clarifies that while they cannot submit proposals as prime contractors on individual task orders, they are encouraged to pursue subcontracting and teaming opportunities with designated MATOC prime contractors. The public opportunity to become an eligible bidder occurred when the overarching MATOC solicitation was advertised on SAM.gov in 2025; individual task orders are subsequently issued directly to existing MATOC prime contract holders rather than through open public competition.

Project No. ID FLAP ADA 2019(1)
Project Western Heritage Byway – Swan Falls
Road
# General Technical Question Answer Date
1 X
We are an Idaho-based contractor currently registered with SAM.gov. However, we noticed that our company is not listed as a contractor for this advertised project.
Could you please advise why our company is not appearing on the contractor list and whether there are any additional registration requirements or steps we need to complete to be included on this one or any other future project proposals?
The project ID FLAP ADA 2019(1), Western
Heritage Byway – Swan Falls Road is advertised to the Idaho, Montana, and
Surrounding Areas Multiple Award Task
Order Contract (MATOC) contractors. Here is more information about the MATOC:
https://highways.dot.gov/federal-lands/business/construction-contracting/idaho-montana-and-surrounding-areas-idiq-matoc.
This regional MATOC was advertised on
SAM.gov in 2025. All MATOC contract opportunities are posted to SAM.gov.

2 X What qualified them to bid on this project?
The contractors eligible to bid on Project ID
FLAP ADA 2019(1) are prime contract holders under the Idaho, Montana, and
Surrounding Areas Multiple Award Task
Order Contract (MATOC). These contractors were qualified and selected through a full and open competitive process evaluated by the Western Federal Lands Highway
Division. During that evaluation, offerors were assessed on their technical capabilities, past performance, and pricing structure to receive a base MATOC
Indefinite Delivery/Indefinite Quantity
(IDIQ) contract award. Under the MATOC structure, individual task orders (such as this project) are issued exclusively to this pool of pre-qualified prime contract holders.

3 X Was there a communication about becoming a bidder for this?
Yes. The open public communication to become an eligible bidder occurred when the overarching MATOC solicitation was advertised on SAM.gov in 2025. That advertisement was the public opportunity for any interested contractor to submit a proposal to join the regional MATOC program.
For individual task orders issued under an established MATOC, solicitations are issued directly to the existing MATOC prime contract holders. While non-MATOC contractors cannot submit proposals as prime contractors on these task orders, you are encouraged to review the public notices on SAM.gov for subcontracting and teaming opportunities with the designated MATOC prime contractors.
