The scope includes annual inspection and maintenance services for boiler equipment located at four facilities: Pelham, Gilder Creek, Mauldin Road, and Lower Reedy. The vendor will be responsible for labor, materials, tools, equipment, and all related costs to complete the work as a lump sum annual contract. The RFP includes a mandatory virtual pre-proposal meeting scheduled for July 7, 2026 at 11:00 a.m., followed by a ride-around tour at a location to be determined during the meeting. Proposals must be submitted electronically via the ReWa PlanetBids portal no later than July 31, 2026 at 2:00 p.m. local time. Written inquiries regarding the project must be submitted by July 23, 2026 at 12:00 p.m. local time. The contract term is annual with inspection and maintenance work typically scheduled in the fall, and no specific contract renewal options are outlined in the RFP.
Pricing for services must be submitted on the provided cost form, which breaks down cleaning and inspection costs by boiler type and facility location, with separate line items for emergency hourly rates and additional services. The vendor must provide lump sum pricing for annual inspection and maintenance services with no allowances for truck charges or fuel surcharges. Repair work recognized during inspections will be charged on an hourly rate basis for labor plus actual material costs, also without truck charges or fuel surcharges. Emergency repairs will be billed at the hourly rate established in the contract. The vendor must maintain comprehensive insurance coverage including $1,000,000 automobile liability, $1,000,000 comprehensive general liability with $2,000,000 aggregate, $1,000,000 umbrella liability, South Carolina statutory workers' compensation, $1,000,000 pollution liability, $1,000,000 cyber insurance, and $500,000 crime insurance. Evaluation criteria include vendor past performance, service costs, vendor qualifications, and resource availability. ReWa reserves the right to award the contract in whole or in part and may shortlist two vendors if they are close in evaluation criteria.
