About this file

This addendum clarifies key provisions of RFP 27-09 for a Business Development Consultant position with Roswell Park Comprehensive Cancer Center's GMP Engineering and Cell Manufacturing Facility (GEM) in Buffalo, New York. The RFP seeks a qualified consultant to support the growth of GEM's academic CDMO and industry partnership activities within the cell and gene therapy market, including CAR T, TCR, armored cell therapies, viral vectors, and related services. The consultant will be responsible for developing a structured business development function, enhancing market positioning, generating qualified leads, supporting client outreach, and converting opportunities into funded projects and strategic collaborations. The initial engagement term is anticipated to be 3 to 6 months with an estimated level of effort of approximately 10 to 20 hours per week.

The addendum confirms that the engagement can be performed on a remote basis with no requirement for regular on-site presence in Buffalo, though occasional travel may be required for introductory calls, technical discussions, site visits, conferences, and stakeholder meetings as mutually agreed upon. A contractor-only, part-time engagement is consistent with the opportunity, and there is no requirement that the selected consultant convert to a full-time employee, despite the RFP's reference to potential transition support should Roswell Park hire an internal resource in the future. Insurance coverage as outlined in Appendix B does not need to be active at the time of proposal submission; however, proposals must include a written statement confirming that required insurance will be obtained upon award without additional cost or impact to proposed pricing, along with a sample certificate of insurance or description of any exceptions to insurance requirements.

This ADDENDUM 1 (this “Addendum”), dated July 9, 2026 is being issued to Respondents of the referenced RFP 27-09 Business Development Consultant For GEM Cell and Gene Therapy Services (the “RFP”), and serves to modify or clarify, as applicable, the following information in the RFP.

Questions and Answers Question 1

Remote work: I'm based in Massachusetts and would perform this engagement remotely. Can the engagement be performed on a remote basis, or is regular on-site presence in Buffalo required?

Answer 1

The RFP does not require the consultant to be located in Buffalo or maintain a regular on-site presence. The scope includes activities such as market assessment, lead generation, outreach, pipeline management, conference strategy, reporting, and business development support, all of which can generally be performed remotely. The RFP does contemplate activities such as introductory calls, technical scoping discussions, site visits, conferences, and stakeholder meetings; therefore, occasional travel may be required as mutually agreed upon, but there is no stated requirement for regular on-site attendance in Buffalo.

Question 2

Engagement type: I only provide fractional, part-time business development services on a contractor basis and would not be in a position to convert to a full-time employee in the future. Is a contractor-only, part-time engagement consistent with this opportunity, given the RFP's reference to a potential future full-time transition?

Answer 2

Yes. A contractor-only, part-time engagement is consistent with this opportunity. The RFP is specifically seeking a business development consultant for an anticipated initial term of 3 to 6 months with an estimated level of effort of approximately 10 to 20 hours per week. While the RFP references transition support if GEM hires a full-time business development employee in the future, there is no requirement that the selected consultant be willing or available to convert to a full-time employee. The transition language is simply intended to ensure continuity should Roswell Park choose to hire an internal resource at a later date.

Question 3

Insurance: Regarding the coverage in Appendix B, must it be active at the time of proposal submission, or is evidence of the ability to obtain it upon award acceptable?

Answer 3

Insurance does not need to be in place at the time of proposal submission. However, your proposal must include a written statement confirming that, if awarded the contract, you will obtain the required insurance coverage and that doing so will not result in any additional cost or impact to your proposed pricing. In addition, the proposal should include a sample certificate of insurance or describe any exceptions to the insurance requirements as outlined in the RFP.
