About this file
This document is an addendum to Request for Proposal No. 260000002520 issued by the State of Michigan's Department of Corrections (MDOC) for Release Day Transportation services. The addendum, dated September 9, 2026, modifies the original RFP's Statement of Work and Pricing schedules. The contract requires contractors to provide transportation services for MDOC clients with capacity to conduct up to three transports per day and up to 60 per calendar month. Contractors may only decline transport requests for two specific reasons: inability to accommodate unusual disability requests or receipt of referrals with less than one calendar week notice. The contractor must employ staff trained in Motivational Interviewing techniques to encourage clients to seek substance abuse treatment and support honest communication with parole or probation agents. The MDOC Training Division will determine the training syllabus after contract award, with training modules billed at a flat rate of $10.00 per module per staff member upon successful completion of all modules.
The pricing structure requires bidders to propose a flat hourly fee measured in 15-minute increments for client transportation, with billable time beginning 15 minutes before pickup at an MDOC facility and ending upon client drop-off at the destination. Bidders must provide pricing for Year 1 and may optionally propose pricing for Years 2 through 5. Training reimbursement will be provided at the $10.00 per module rate only upon successful completion of all required modules, with partial completion ineligible for reimbursement. Monthly invoices are due 15 calendar days after each invoicing period and must be submitted via email with separate attachments for all documentation. Bidders must disclose any limitations on their ability to accept referrals and confirm their ability to meet the transportation capacity and client support requirements outlined in the addendum.
