About this file
This is a Bidder Questions and State Responses document for RFP 260000001784 issued by the Michigan Department of Health and Human Services (MDHHS) for the Public Health Leadership Development Program. The RFP seeks vendors to deliver leadership training and coaching services to approximately 200 manager-level and above staff within the Public Health Administration (PHA). The program encompasses five training topics: Adaptive Leadership Development, Psychological Safety and Team Functioning, Equity-Informed Decision Making, Transformative Leadership Training, and Senior Leadership Coaching. Vendors may propose existing and/or newly developed curricula and are expected to deliver training in multiple formats including in-person sessions at 333 S. Grand Avenue in Lansing, Michigan, and live web-based delivery via Microsoft Teams or comparable platforms. The contract term runs from August 1, 2026, through November 30, 2027, with the option for up to five one-year renewals at the State's discretion. The State will award multiple contracts to all vendors meeting evaluation criteria for one or more training topics, with final vendor selection for individual delivery orders based on availability, capacity, participant numbers, content relevance, training method, and delivery approach.
Pricing terms require vendors to submit unit rates for in-person and live web-based delivery, with one unit defined as one completed training. All costs including staffing, travel, materials, printing, and assessment development must be embedded in the unit rates; the State will not reimburse travel expenses separately. No minimum volume of training deliveries is guaranteed. Vendors must demonstrate qualified teams with three to five years of subject matter expertise in leadership development; leadership coaching certifications are required only for Training #5 (Senior Leadership Coaching). The State will provide training facilities and participant refreshments for in-person sessions, while contractors must arrange and pay for their own transportation, lodging, and meals. Vendors must develop or propose pre/post knowledge assessments with quantitative and qualitative reporting due within 30 business days of training completion, plus 30-day and 90-day follow-up evaluations. The State strongly encourages strict adherence to contract terms but permits bidders to propose narrowly tailored modifications with justification; failure to accept contract terms may result in bid rejection. Intellectual property rights permit contractors to retain ownership of pre-existing proprietary frameworks and methodologies while granting the State exclusive ownership of newly created materials developed under the contract.

Awards will be made to all Contractors who meet the evaluation criteria set forth in this RFP for one or more training topics. If multiple awards are made per training topic, the State will select Contractors to perform individual trainings based on Contractor availability and capacity, number of staff attending training, content relevance, training method, and training delivery. |
Proposal Instructions, 6. EVALUATION PROCESS | 3-4 | The RFP states the State "may award multiple, optional-use contracts, or award by Contract Activity." If multiple vendors are awarded for the same training topic, what criteria will the State use to select among awarded vendors when issuing a specific delivery order? | See Schedule A - Statement of Work, Scope. Awards will be made to all Contractors who meet the evaluation criteria set forth in this RFP for one or more training topics. | 15 | Vendor Questions Worksheet, 2. Company Background Information | 13 | Does the State's GDBE preference apply to out-of-state prime contractors with Michigan-based subcontractors or personnel? Specifically, does engaging a Detroit-based contractor program manager or Lansing-area subcontractors create GDBE eligibility or scoring preference for our team? | Businesses must be headquartered in Michigan and meet one of the following qualifying criteria: The business is located in a Michigan Qualified Opportunity Zone, (QOZ) or a majority of their employees either work in or reside in a QOZ or the business is certified as a Michigan HUBZone business with the U.S. Small Business Administration (SBA). At the State's discretion, an all things being equal preference may be given to Michigan-based firms.
Vendor Questions Worksheet, 6. Michigan Voluntary Protection Program | 14 | Will a proposal from bidders not recognized in the Michigan Voluntary Protection Program (MVPP) be considered? | Yes.
Standard Contract Terms | 17 | The contract term runs August 1, 2026 – November 30, 2027, followed by up to five one-year renewals. Will renewal periods align with the State fiscal year (October 1 – September 30), or will each renewal be the anniversary of the Effective Date? | Based on the State's needs and availability of funding, the option years may be renewed on or before December 1 of each calendar year.
Standard Contract Terms, 6. Insurance Requirements | 18-20 | Must required insurance coverage levels be in place at proposal submission or only upon contract execution? | Per Standard Contract Terms, Section 6. Insurance Requirements, a. "must maintain the insurance coverage as specified herein for the duration of the Term".
Standard Contract Terms, 6. Insurance Requirements | 18-20 | If staff use personal or commercial vehicles, is a Hired and Non-Owned Auto endorsement sufficient? | Yes.
Standard Contract Terms, 6. Insurance Requirements | 18-20 | The Standard Contract Terms specify Professional Liability coverage of $3,000,000 per occurrence and $3,000,000 aggregate. Is this requirement firm for all five training topics, or is there flexibility for smaller bidders whose existing professional liability coverage is below this level (with proposed redlines submitted with the proposal as the Standard Contract Terms section directs)? | Per Proposal Instructions, 6. Evaluation Process. "The State strongly encourages strict adherence to the Contract Terms. The State reserves the right to deem a bid non-responsive for failure to accept the Contract Terms. Nevertheless, the bidder may submit proposed changes to the Contract Terms in track changes (i.e., visible edits) with an explanation of the bidder’s need for each proposed change."
Standard Contract Terms, 10. Intellectual Property Rights | 20 | Can the State clarify whether contractors may retain ownership of pre-existing proprietary frameworks, methodologies, and tools, while granting the State a license to use materials developed under this contract? | Yes, this is correct.
Standard Contract Terms, 10. Intellectual Property Rights | 20 | The contract terms indicate that all curriculum developed under this contract becomes property of MDHHS. Does this apply to pre-existing proprietary frameworks, methodologies, or tools a contractor brings into the engagement, or only to materials created new under this contract? | This only applies to materials created under this agreement.
Standard Contract Terms, 10. Intellectual Property Rights | 20 | May contractors indicate within their proposal which elements of their curriculum are pre-existing proprietary content? If so, how will the State treat that designation during evaluation and contract performance? | Yes. Those deliverables would be clearly called out, but this would not have any negative impact on the contract.
Standard Contract Terms, 10. Intellectual Property Rights | 20 | May Contractors propose curriculum drawn from their existing intellectual property, or must all curriculum be newly co-developed with the State? How does the works-for-hire Intellectual Property clause in the Standard Contract Terms apply to (a) pre-existing Contractor curriculum used in delivery and (b) newly developed materials created under this contract? Can pre-existing IP be excluded from the assignment by listing it specifically in the proposal? | Yes, Bidders can use pre-existing curriculum.
Newly created materials under the contract are works made for hire.
If a contractor uses pre-existing IP without clearly identifying or is incorporated without calling it out, the State may argue the entire deliverable is work for hire.
Standard Contract Terms, 10. Intellectual Property Rights | 20 | The Contract Terms designate all Contract Activities as works made for hire owned exclusively by the State. Does this provision apply to the Contractor’s pre-existing, proprietary training frameworks, tools, and methodologies that may be incorporated into co-designed curriculum? | No, preexisting work is not included in this. |
Standard Contract Terms, 10. Intellectual Property Rights | 20 | If the Contractor develops new curriculum materials through the co-design process, will the State consider granting the Contractor a non-exclusive license to use the co-developed materials for engagements outside MDHHS, or will ownership vest exclusively and irrevocably with the State? | The ownership does vest and remain exclusively with the State. |
Standard Contract Terms, 10. Intellectual Property Rights | 20 | The RFP states that all curriculum developed, revised, and used is the property of MDHHS. If a bidder proposes pre-existing proprietary frameworks, tools, models, or content, may the bidder retain ownership of those pre-existing materials while granting the State a license to use them for contract purposes? | Yes, pre- existing materials can be called out while granting the State the right to use materials. |
Standard Contract Terms, 21. Invoices and Payment | 22-23 | For multi-session engagements spanning more than one month, should the Contractor invoice upon completion of the full training series or on a session-by-session basis? | See 6.3. | Procedure. "Invoices must be submitted to the State Program Manager at the email listed on the Contract cover page and the MDHHS Bureau of Accounting at MDHHS-CPU@michigan.gov by the 30th day of the following month."
Standard Contract Terms, 32. State Data | 26 | Will participant assessment data and coaching notes be classified as State Data, and what specific data elements must be collected and retained? | Yes. See Standard Contract Terms, 31. "All data and information provided to Contractor by or on behalf of the State, and all data and information derived therefrom, is the exclusive property of the State (“State Data”); this definition is to be construed as broadly as possible." |
Standard Contract Terms, 32. State Data | 26 | Paragraph 32 says State data must be returned within 10 calendar days but Paragraph 34e. says 5 calendar days. Can you clarify the discrepancy? | Standard Contract Terms, Section 34. Letter e. is related to confidential information. Section 32. is related to general State data. |
Standard Contract Terms, 34. Non-Disclosure of Confidential Information | 27 | Paragraph 34 c. states, "Without limiting the foregoing, each party must advise the other party immediately..." Can you define "immediately" in terms of hours (e.g. 24, 48, 72)? | Typically, when you become aware of the disclosure. If we put a time frame such as 24 hours this may not be feasible as you did not become aware of the disclosure. |
Schedule A – Statement of Work, Background | 32 | The Background section notes that PHA "employs more than 200 leaders." Can the State clarify: (a) how "leader" is defined for purposes of this program; (b) whether all 200+ are expected to participate across the five trainings; and (c) the anticipated cohort size per training session? | A leader is defined as a manager for the purposes of this RFP. There are approximately 200 leaders in Public Health that may participate in trainings offered. The State would like the Bidder to propose the minimum and maximum number of participants they can support for each training topic, in each training modality (in-person and live-virtual), as well as propose the training format, which includes total number of training sessions, number of participants per training session, and training session structure for each individual training their proposal offers. |
Schedule A – Statement of Work, Background | 32 | Will participants represent all eight PHA bureaus and offices, or will specific trainings be targeted at particular organizational units? Will the State provide participant rosters or organizational segmentation information to awarded Contractors prior to co-design? | Participants will represent any or all PHA bureaus and offices. Participant information will be provided to the Contractor more than five days in advance of each scheduled training session. |
Schedule A – Statement of Work, Background | 32 | To what extent does this work engage or otherwise intersect with the work of the MDHHS Health Equity Strategists team? | Response not needed in order for Bidder to submit a proposal. |
Schedule A – Statement of Work, Scope | 32 | While the RFP notes that no minimum volume is guaranteed, are there historical or estimated ranges of training engagements per year that can be shared to support appropriate scoping? | No. |
Schedule A – Statement of Work, Scope | 32 | If multiple contractors are awarded for the same training topic, can the State clarify how selections will be made for individual engagements? | See Schedule A - Statement of Work, Scope. Awards will be made to all Contractors who meet the evaluation criteria set forth in this RFP for one or more training topics. If multiple awards are made per training topic, the State will select Contractors to perform individual trainings based on Contractor availability and capacity, number of staff attending training, content relevance, training method, and training delivery. |
Schedule A – Statement of Work, Scope | 32 | If multiple awards are made for the same training topic, how will the State determine which contractor receives a specific training assignment? Will assignments be based solely on availability, capacity, number of staff attending, content relevance, training method, and delivery method, or will additional criteria be used? | See Schedule A - Statement of Work, Scope. Awards will be made to all Contractors who meet the evaluation criteria set forth in this RFP for one or more training topics. If multiple awards are made per training topic, the State will select Contractors to perform individual trainings based on Contractor availability and capacity, number of staff attending training, content relevance, training method, and training delivery. |
Schedule A – Statement of Work, Scope | 32 | The RFP states "Award of a contract does not guarantee the provision of a minimum number of trainings." Can the State provide the anticipated annual volume of delivery orders (i.e., number of training sessions ordered per topic per fiscal year) so bidders can adequately estimate capacity and price? | The Bidder must include the minimum and maximum number of participants they can support for each training topic, in each training modality (in-person and live-virtual), as well as propose the training format, which includes total number of training sessions, number of participants per training session, and training session structure for each individual training offered in their proposal. |
Schedule A – Statement of Work, Scope | 32 | The RFP states that awards may be made to all Contractors who meet the evaluation criteria for one or more training topics, and that award of a contract does not guarantee a minimum number of trainings. Can the State provide the anticipated number of training deliveries, participants, or cohorts for each training topic during the initial contract term? | There are approximately 200 leaders in Public Health that may participate in trainings offered. The State would like the Bidder to propose the minimum and maximum number of participants they can support for each training topic, in each training modality (in-person and live-virtual), as well as propose the training format, which includes total number of training sessions, number of participants per training session, and training session structure for each individual training their proposal offers. |
Schedule A - Statement of Work, Section 1.1 General Requirements | 32-43 | If we are proposing a limited number of training topics, should we leave the response fields blank for training topics we are not proposing? | Yes. |
Schedule A – Statement of Work, 1.1 General Requirements | 32-54 | Does the State have an anticipated training calendar or session frequency target for the first contract year (August 2026 – November 2027) that will be shared with awarded contractors upon execution? | Per Schedule A – Statement of Work, Scope, the State will select Contractors to perform individual trainings based on Contractor availability and capacity, number of staff attending training, content relevance, training method, and training delivery. |
Schedule A – Statement of Work, 1.1 General Requirements | 32-54 | Should fiscal year capacity disclosures follow the State fiscal year or calendar year? | State fiscal year. |

Schedule A – Statement of Work, 1.1 General requirements, A. Qualified bidders must demonstrate: | 33-34 | Please clarify whether leadership coaching certification and advanced degrees are intended to be met collectively, meaning all credentials are required simultaneously, or whether demonstrated expertise through an equivalent combination of experience and a proven, results-driven methodology may satisfy the requirement. Specifically, we would like to understand whether a practitioner with 15 or more years of applied leadership coaching experience and a proprietary coaching approach with documented outcomes would be considered qualified in the absence of a formal certification and/or advanced degree. | The bidder may combine the experience of multiple team members to meet the requirements of section 1.1. A. 1.
See RFP amendment 1 to section 1.1. A. 2.a.
Schedule A – Statement of Work, 1.1 General requirements, A. | 50 | Schedule A – Statement of Work, 1.1 General requirements, A. Qualified bidders must demonstrate: | 33-34 | If a Bidder’s proposed team demonstrates extensive leadership coaching experience but lacks formal certification, will the proposal be deemed non‑responsive or otherwise ineligible?? | No.
Schedule A – Statement of Work, 1.1 General requirements, A. Qualified bidders must demonstrate: | 33-34 | Can the State confirm that experience in adjacent sectors (e.g., nonprofit leadership, healthcare-adjacent organizations, or complex multi-stakeholder environments) will be considered comparable if the work demonstrates similar organizational complexity and leadership outcomes? | Yes.
Schedule A – Statement of Work, 1.1 General requirements, A. Qualified bidders must demonstrate: | 33-34 | Will the State require documentation of International Coaching Federation or equivalent coaching credentials at the time of proposal submission, or may credential verification occur at contract execution? | Credentials are required at time of proposal submission.
Schedule A – Statement of Work, 1.1 General requirements, A. Qualified bidders must demonstrate: | 33-34 | Re: 3a, is it expected that every staff member proposed to provide training required to have this certification or can one member from each team have this credential? Will this credential be allowed to be obtained by team members before the contract begins? | Each training topic team member must have a leadership coaching certification if bidding on training #5. | 62 | Schedule A – Statement of Work, 1.1 General requirements, B. General Training Delivery | 34-35 | For remote delivery, does the State require the Contractor to provide the online platform, or will the State provide access to a State-approved platform such as Zoom or Microsoft Teams? | The State can provide access through Microsoft Teams if needed. | 63 | Schedule A – Statement of Work, 1.1 General requirements, B. General Training Delivery | 34-35 | The RFP requires accessibility and ADA compliance. Are there specific State accessibility standards, templates, captioning requirements, document formats, or review procedures that bidders should follow for training materials and live delivery? | See Standard Contract Terms, 57. Accessibility Requirement and Schedule A - Statement of Work, 7. ADA Compliance. The State does not have any specific ADA compliant templates to provide.
Schedule A – Statement of Work, 1.1 General requirements, B. General Training Delivery | 34-35 | The RFP requires the Contractor to maintain training materials to reflect current laws and policy, with policy changes provided by the State Program Manager and considered minor updates. Can the State define what constitutes a “minor update” versus extensive curriculum development that may require a contract change or additional pricing? | Statement of Work, 1.1 General requirements, B. General Training Delivery section 9, requires the Contractor to make minor reference changes based on law or policy updates. This does not imply that the State will require the Contractor make extensive updates to the currciulum.
| 65 | Schedule A – Statement of Work, 1.1 General requirements, B. General Training Delivery | 34-35 | The RFP references 200 leaders to be served across five training topics including the 1:1 and group coaching engagements between August 2026 and November 30, 2027. To ensure our proposed delivery model is appropriately designed, please clarify the following: Is there a maximum or preferred number of participants per training session, given the leaders' roles, responsibilities, and competing obligations? Are the training topics intended to be delivered to all 200 of the leaders? | The State would like the Bidder to propose the minimum and maximum number of participants they can support for each training topic, in each training modality (in-person and live-virtual), as well as propose the training format, which includes total number of training sessions, number of participants per training session, and training session structure for each individual training their proposal offers.
