About this file
This is a Request for Proposal (RFP) document issued by the Indiana Family and Social Services Administration's Disability Determination Bureau (DDB), procured through the Indiana Department of Administration (IDOA), seeking fully trained and licensed Speech and Language Pathologists to provide consultation services for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) claims. The services involve conducting digital and paper claim reviews to provide policy-compliant advice and severity assessments. A mandatory pre-proposal conference was held July 30, 2026, with written questions due August 5, 2026 by 3:00 p.m. Eastern Time. Proposals are due August 26, 2026 at 3:00 p.m. Eastern Time. Work is performed at the DDB office located at 2525 N. Shadeland Avenue, Indianapolis, Indiana, or at an SSA-approved remote location, Monday through Friday from 7:00 a.m. to 5:30 p.m. The contract term is four years from execution with two optional one-year renewals, providing a potential six-year total engagement. Evaluation activities including proposal discussions and best and final offers are targeted for September 1-7, 2026, with award recommendation expected September 22, 2026.
Respondents must hold unrestricted, non-probationary Indiana speech and language licenses and must disclose any experience with Social Security Administration systems including the Disability Claims Processing System, IMAGEN, and eView. Contractors must complete all assigned cases within forty-eight hours of receipt and maintain a 95% accuracy rate as measured by Social Security Administration Disability Quality Branch reviews. No minimum caseload is guaranteed; case availability varies based on applicant demand. Training for evaluators without prior SSDI/SSI experience is estimated at up to six months initially with full completion expected within approximately three years, compensated at two completed cases per training hour. Pricing must remain firm for 180 days from award. Evaluation criteria are weighted at 50 points for management assessment and quality, 30 points for cost (normalized with lowest cost receiving 30 points), 5 points for Buy Indiana Initiative certification, and 5 points for Indiana Veteran Owned Small Business (IVOSB) commitment, with a 3% IVOSB subcontracting goal and potential for 5 evaluation points plus 1 bonus point. Respondents must submit the Indiana Economic Impact Form and, if applicable, an IVOSB Participation Plan. The state provides office space, computer equipment, and access to Social Security Administration documentation; the contractor assumes all travel expenses and supplies beyond state-provided equipment.
