About this file
This Pre-Proposal Network Opportunities Form submission is part of RFP 26-87266 issued by the Indiana Family and Social Services Administration's Disability Determination Bureau (DDB), procured through the Indiana Department of Administration (IDOA). The procurement seeks fully trained and licensed Speech and Language Pathologists to provide consultation services for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSID) claims. Work will be performed at the DDB office located at 2525 N. Shadeland Avenue, Indianapolis, Indiana, or at an SSA-approved remote location using state equipment and secured VPN access, Monday through Friday from 7:00 a.m. to 5:30 p.m. Contractors must hold unrestricted, non-probationary Indiana speech and language licenses and complete all assigned cases within forty-eight hours of receipt while maintaining a 95% accuracy rate as measured by Social Security Administration Disability Quality Branch reviews. The pre-proposal conference was held July 30, 2026; written questions were due August 5, 2026 by 3:00 p.m. Eastern Time; and proposals were due August 26, 2026 at 3:00 p.m. Eastern Time. Evaluation activities and best and final offers are targeted for September 1-7, 2026, with award recommendation expected September 22, 2026. The contract term is four years from execution with two optional one-year renewals for a potential six-year total.
Pricing must remain firm for 180 days from award. A 3% Indiana Veteran Owned Small Business (IVOSB) subcontracting goal applies with potential for 5 evaluation points plus 1 bonus point. Evaluation is weighted at 50 points for management assessment and quality, 30 points for cost (normalized with lowest cost receiving 30 points), 5 points for Buy Indiana Initiative certification, and 5 points for IVOSB commitment. Respondents must submit the Indiana Economic Impact Form and, if applicable, an IVOSB Participation Plan. Training for evaluators without prior SSDI/SSI experience is estimated at up to six months initially with full completion expected within approximately three years, compensated at two completed cases per training hour. The state provides office space, computer equipment, and access to Social Security Administration documentation; the contractor assumes all travel expenses and supplies beyond state-provided equipment. No minimum caseload is guaranteed as case availability varies based on applicant demand. Syra Health Corp., an IVOSB applicant, submitted this form with contact information for Anshul Chandra, VP of Business Operations, at their Carmel, Indiana address.
