Evaluation criteria are weighted as follows: capabilities and current workload (30 points), rates and fees (25 points), past record of experience (25 points), and proximity to Port Canaveral (20 points), for a total of 100 possible points. Proposing firms must have operated under the same name for at least three years and hold a valid Florida business license. Insurance requirements include Commercial General Liability of $1,000,000, Umbrella/Excess Liability of $5,000,000, and Business Automobile Liability of $1,000,000. Pricing will be established through contractor-submitted pricing schedules with hourly rates for labor positions, equipment and vehicles, plus a percentage markup on material costs. No minimum contract value is guaranteed, and work will be issued through purchase or task orders. Employees working in secured port areas must obtain Transportation Worker Identification Credential (TWIC) badging at the contractor's expense. The solicitation contains no specific set-aside designations or restrictions for disadvantaged enterprises. REQUEST FOR PROPOSALS

The Canaveral Port Authority is seeking proposals from qualified firms interested in providing Landscaping Services (RFP-26-7), Electrical Maintenance and Repair Services (RFP-26-8), and General Contractor Minor Facilities Repair Services (RFP-26-9) to the Canaveral Port Authority, Cape Canaveral, Florida.

Effective December 15, 2025, Proposal Packets can be downloaded directly from the CPA website https://www.portcanaveral.com/business/vendor-services/bids-solicitations via the VendorLink portal. Direct all inquiries to Karen Pappas at (321) 394-3219 or kpappas@portcanaveral.com. This solicitation is governed by CPA Policy POL-2016-002-PUR- 3, Establishment of a Limited Communications Period with Respect to Procurement Procedures.

Sealed written Proposals will be received by the undersigned at the Canaveral Port Authority, Maritime Purchasing Center, 399 Challenger Rd., Cape Canaveral, Florida until January 7, 2026, at 2:00 PM-EST (Eastern Standard Time). The Maritime Purchasing Center is open weekdays from 8 AM to Noon and from 1 PM to 5 PM. Also, by the specified date and time, an electronic copy of the Proposal must be uploaded through VendorLink.

Selection committee meetings will be held on January 14, 2026, for the purpose of reviewing proposals and preparing final rankings. The final rankings will be presented to the Canaveral Port Authority Board of Commissioners for approval at their January 28, 2026, meeting. The selection committee meetings will be held in the Maritime Purchasing Center, 399 Challenger Rd, Cape Canaveral, FL and will be open to the public.

It is anticipated that one or more firms will be selected for each contract. The Owner reserves the right to reject all proposals with or without cause, to waive technical errors and informalities, and to accept the proposal that best serves the Owner.
