About this file

This is a pricing schedule amendment (Amendment 1, dated June 12, 2026) for Request for Proposal No. 260000002065 issued by the State of Michigan for inspection and sampling services related to lead, molds, asbestos, and air contaminants. The pricing schedule requires contractors to submit comprehensive pricing for all proposed contract activities in a modifiable format (Microsoft Word or Excel), with the option to submit an additional non-modifiable format copy. Contractors must include all costs in their proposals, including one-time setup charges, fees, shipping and handling, per-piece pricing, and palletizing expenses. The scope of services encompasses sample analysis (PLM, PCM, and TEM testing at standard, expedited 12-hour, and 5-calendar-day rates), asbestos management and inspection services (including standard hours, weekday premium hours, and weekend/holiday hours), environmental services (indoor air quality investigations, mold investigations and sampling, lead wipe sampling and inspections, general industrial hygiene investigations, and lead risk assessments), and State of Michigan Certified Lead Instruction for initial worker training programs. Mobilization and de-mobilization fees are requested separately for Lansing area projects and out-of-state facilities.

Contractors are encouraged to offer quick payment discount terms by specifying a percentage discount off the invoice if paid within a designated number of days after receipt. All price proposals must certify that pricing was developed independently without consultation or agreement with other contractors. The pricing schedule provides line items for both standard rates and expedited rates across all service categories, allowing contractors to establish differentiated pricing based on service urgency and delivery timelines. Bidders may propose additional pricing for state consideration, though the State is not obligated to accept such proposals. Senior analyst and project management hours are also included as billable line items in the pricing structure.
