About this file
This file is a Question and Answer document for RFP 26_2065 issued by the Michigan Department of Technology, Management & Budget (DTMB) for industrial hygiene management and consulting services. The RFP seeks a single contractor to provide inspection, sampling, and analysis services for lead, mold, asbestos, and air contaminants across all state-owned facilities throughout Michigan, including office buildings, power plants, mechanical rooms, and tunnels. Services encompass asbestos inspection and abatement support, lead and mold assessments, indoor air quality evaluations, laboratory analysis, and related occupational safety and health consulting. The contract is effective November 1, 2026, and expires October 31, 2029, with potential renewal for up to two additional one-year periods at the State's discretion. The contract will be awarded on an hourly rate basis with separate mobilization/demobilization line items for Lansing and out-state facilities.
Bidders must include all costs within their pricing proposals, including travel-related expenses, equipment, materials, and laboratory services; however, contractors cannot bill the State for overtime, holiday pay, or lodging expenses. The incumbent contractor is ATC Group Services LLC. Subcontractors are permitted for laboratory analysis and other services, provided they are identified in the proposal and maintain required accreditations such as AIHA PAT, NVLAP, and EMLAP certifications. The State will evaluate proposals from bidders who cannot fulfill all requirements and will consider alternative solutions to meet contract specifications. Reports must be submitted within seven business days following receipt of all necessary laboratory results. Bidders must designate a Contractor Program Manager and may propose additional qualifications such as Environmental PE, CIEC, or CHMM credentials. Work volume varies annually based on State agency needs, with asbestos services being the most commonly utilized, followed by periodic lead and mold assessments.

Sheet1
| Q# | Document & Section | Page # | Bidder Question | State Response | |
| 1 | GENERAL | NA | Is DTMB looking to award more than one contract for the services outlined in the RFP? | This Contract will be awarded to one vendor. | |
| 2 | GENERAL | NA | What consultant(s) hold the current contract(s)? | ATC Group Services LLC | |
| 3 | GENERAL | NA | What volume of work can be expected based on previous contracts? | The State cannot determine what the amount of work will be in the future. This is a multi-agency Contract and varies each year based on the State's needs. | |
| 4 | SCHEDULE A - STATEMENT OF WORK | ||||
| Section 1 - Background | 1 | Are in-house laboratory services required for all, some, or none of the potential laboratory analyses in this statewide contract? Schedule A Section 1 - "Background" references "in-house laboratory services"; however, Schedule A - Section 3.2.4.3 - "TEM Service" parenthetically states "either in-house or through another accredited laboratory". Please clarify whether subcontracted lab services are permissible for all analytical needs or only TEM analysis. | Contractor is allowed to fulfill requirements by utilizing subcontractors, however, the Contractor is liable for any work that is subcontracted. Subcontractors must be identified in the appropriate section of the proposal. The Background of the Contract has been updated. | ||
| 5 | SCHEDULE A - STATEMENT OF WORK | ||||
| Section 2 - Scope | 1 | Must consultants be able to provide all services described in the RFP? Or are consultants encouraged to respond to the RFP by pursuing only the service categories they are qualified to perform? | Any interested bidder is encouraged to respond to the solicitaiton. If the bidder cannot fulfill a requirement, note that in the bidder response box, and the State will evaluate the bids accordingly. | ||
| 6 | SCHEDULE A - STATEMENT OF WORK | ||||
| Section 2 - Scope | 1 | Is work focused or exclusive to MDOC facilites? Or as the RFP states, will services be "... provided for all State-owned facilities, which includes, but is not limited to, office buildings and facilities, power plants, mechanical rooms, and tunnels, etc"? | These services are provided for all State owned facilities throughout the whole state, which includes, but is not limited to, office buildings and facilities, power plants, mechanical rooms, and tunnels, etc. | ||
| 7 | RFP | Does the State anticipate making a single statewide award, multiple statewide awards, or regional awards for these services? | See response to Question 1 | ||
| 8 | Section 8 | Section 8 requires reports to be submitted within seven (7) business days. Is this timeframe measured from completion of field services, from receipt of analytical laboratory results, or another project milestone? Additionally, if Expedited laboratory analyses are required, how should those costs be reflected in Schedule B pricing? | Reports are to be submitted within 7 business days following receipt of all necessary laboratory results. All costs need to be included in the Schedule B - Pricing. The Schedule A and Schedule B have been updated. | ||
| 9 | Section 3.3 | Section 3.3 requires the contractor to maintain certain laboratory accreditations and proficiency programs. Will the State consider the requirement satisfied if laboratory analyses are performed by accredited subcontract laboratories that maintain the required AIHA PAT, NVLAP, EMLAP, and other applicable accreditations, while the prime contractor performs field inspections, sampling, project monitoring, consulting, and reporting services? | Subcontractors are permitted. The State will consider all proposed solutions to the requirements. | ||
| 10 | Section 3.2.4.1 | Section 3.2.4.1 requires PCM air sample analysis, and Section 3.3 identifies laboratory accreditation requirements. May PCM air sample analysis be performed by qualified Contractor personnel trained to the NIOSH 582 methodology (or equivalent) in support of field services and project monitoring? or is PCM analysis required to be performed exclusively by a laboratory holding the accreditations identified in Section 3.3? | PCM analysis must be performed in accordance with all applicable federal, state, accreditation, and contract requirements. If laboratory accreditation is required by regulation or contract, those requirements will govern. The Schedule A has been updated. | ||
| 11 | Schedule B | Schedule B includes separate mobilization/demobilization line items for Lansing and out-state facilities. Should bidders include all travel-related costs (including mileage, lodging, per diem, and other travel expenses) within these mobilization/demobilization rates, or are such costs to be handled separately or at standard state reimbursement costs? | Price proposals must include all costs, including but not limited to, any one-time or set-up charges, fees, and potential costs that Contractor may charge the State (e.g., shipping and handling, per piece pricing, and palletizing). Contractor may not bill the State for overtime, holiday pay, or lodging expenses. |
Also see Schedule A - Attachment 1 - Key Personnel, 1.1.2.4.1 for more travel information.
| 12 | Section 3.2.2.3 | Section 3.2.2.3 states that PCM sampling material, equipment, and analysis costs must be included in the Contractor's hourly fee. However, Schedule B separately requests pricing for PCM analytical services. How should bidders present PCM costs within Schedule B? | Please provide the rate per the Schedule B - Pricing table. |
| 13 | How often was emergency abatement needed in the last five years? | Emergency abatement services have been relatively infrequent. Most work is planned and scheduled as part of renovation, demolition, maintenance, or environmental compliance projects. However, contractors should be prepared to respond to occasional emergency situations when health, safety, or facility operations warrant immediate action. | |
| 14 | Can you confirm that the length of the contract is three (3) years? | This Contract is effective on November 1, 2026 (“Effective Date”), and unless terminated, will expire on October 31, 2029 (the “Term”). This Contract may be renewed for up to two (2) additional one (1) year period(s). Renewal is at the sole discretion of the State and will automatically extend the Term of this Contract. | |
| 15 | Can you provide clarification on the State of Michigan certified lead instruction task? What does this task include? Can this task be subcontracted if needed? | See General Requirements 3.1.2. | |
| 16 | Do subcontractors that need to be listed via the table in Section 15.2 include analytical laboratories? | Yes. | |
| 17 | For Section 16.1.1, does the State have written requirements for the scope and frequency of background checks to be conducted by the Contractor and/or other general security procedures relevant to this section? If so, can you please share those requirements? | The State does not have additional written requirements for the scope and frequency of background checks. | |
| 18 | Section 24.2, does the preclusion on billing lodging expenses include hotel stays for project work conducted a significant distance from Contractor office locations? | See response to Question 11. | |
| 19 | Section 15.2 asks for both the total price of subcontractor work and % of work that will be performed by subcontractors and GDBEs. Given that the pricing for this proposal is per hour with no definite scope of delivery, is there an assumption of a certain scope of work that should be used when calculating the responses to these questions? Alternatively, are these questions required for this contract? | Since the bid based on hourly rates with unknown amount of services, the price of the subcontractors work can be responded with "N/A". However, if third party laboratories or other third parties are being used, the percentage of work must be responded to. | |
| 20 | Does the State anticipate making a single award or multiple awards under this solicitation? | See response to Question 1 | |
| 21 | Can the State provide a historical breakdown of work by service category (e.g., asbestos, lead, mold, indoor air quality, laboratory services, training, and other industrial hygiene services)? | Asbestos inspection, sampling, and abatement support services are generally the most commonly utilized. Lead and mold assessments occur periodically, while laboratory analysis services support all environmental investigation activities as needed. | |
| 22 | Approximately what percentage of assignments under the current contract have occurred outside of Michigan's Lower Peninsula, including the Upper Peninsula? | This information is not necessary to bid on this RFP. | |
| 23 | What response times are expected for emergency assignments, particularly in remote locations throughout the state? | Response times should be as soon as reasonably possible based on the nature and urgency of the issue. Contractors should be capable of responding statewide, including remote locations, when emergency conditions arise. | |
| 24 | Is DTMB willing to accept lab analysis for PLM to be done by 3rd party laboratories? | Subcontractors are permitted. | |
| 25 | 3.2.4.4. States MI-OSHA. Can you clarify the expectation of this inclusion. | This requirement has been removed. | |
| 26 | 3.2.6. State of Michigan lead instruction and training. What training is expected from this inclusion, awareness training, inspector, risk assessor, lead worker? | Bidder must describe its certified lead instruction program. | |
| 27 | 3.2.7 Other occupational safety and health related services. Can more detail be provided outlining the expected role this request intends to fill? | Everything under 3.2 falls under industrial hygiene management and consulting services. Bidder must ensure it will assist the State of Michigan with the requirements of section 3.2.7 as they pertain to the Contract and are requested by an Agency or location. | |
| 28 | 10.3 To avoid damages by not responding within 15 minutes, can state inquiries be responded to by Key personal on the project rather than limited to the Contractor Program Manager? | This has been updated to include a designee (which could be the key personel on the project) in addition to the Contractor Program Manager. | |
| 29 | 1.1.1. Are there any other qualifications that DTMB are willing to consider eligible for the Contractor Program Manager role? Such as an Environmental PE, CIEC, or CHMM? | The State may consider additional qualifications. Bidders may provide the name of a Contractor Program Manager that they feel is most appropriate for this role. If those people have additional qualifications, they should be identified and explained. |
