About this file

This is a Questions and Answers document for RFP 26-0206 Device Buyback of Surplus Technology Equipment issued by Maryland on March 2, 2026. The RFP seeks vendors to purchase surplus Apple technology equipment including iPads and MacBook Airs from the school district. The iPad inventory consists of units issued to Grades 6-8 students that were stored in Rugged Logitech keyboard cases and padded sleeves, as well as Elementary classroom units. MacBook Airs were issued to high school students and include plastic shell cases and padded sleeve cases. Bidders are required to provide specifications including processor information (identified as most important), RAM, and storage capacity by serial number or device specifications. All devices are fully functional with no cracked screens, and device specifications are provided in an attachment and amendment to the RFP.

The district's primary objective is maximizing financial returns on the surplus equipment rather than prioritizing ease of disposal. Devices are being sold "as is" and have not been graded or refurbished. Bidders must submit pricing based on device condition and specifications, with quantity information required for accurate valuation. The Q&A document indicates that additional pricing information and device specifications have been provided in supporting attachments and amendments to enable prospective vendors to develop competitive bids.

RFP 26-0206 Device Buyback of Surplus Technology Equipment RFP Questions and Answers - March 2, 2026

Below are questions that were submitted and answered individually.

1. Bid Graded or As-Is? These have not been graded. They are sold "AS IS"

2. Since it's Apple heavy, important to know if these were kept in cases and taken home daily. Any info you can get on condition will help accurately price it.

1) All iPads had Rugged logitech keyboard case. Students in Grades 6-8 carried iPads in padded sleeves because they went home with students. The units used by Elementary remained in the classroom.

2) Macbook airs issued to HS students had a plastic shell case and were carried in a padded sleeve case.

3. Is the district focused on maximizing returns or ease of disposal? Maximizing returns

4. Any additional items that require pricing; S/N is best, otherwise if you can find out specs that works also. Processor (most important) RAM & Storage (good to know but if unable to find we can still price). Also need QTY on those. I am including the device specifications as an attachment and an amendment.

5. Is there an approximate breakdown of device condition (e.g., fully functional, cracked screens, broken home buttons, non-functional units) All devices are fully functional, no cracked screens. There may be a couple, <1%, that have a single missing key but there should be none with multiple missing keys.

6. Do you have the exact specs for the devices, as we don’t know the Ram or Storage options?

7. Do you have an approximate breakdown of the conditions of the devices? All in working order - some have bruised corners but were all in shell-like cases and had carrying cases. The cases have been discarded.

8. Can you provide any photos of the devices? No , there are 1300 items. You are welcome to inspect tomorrow, Wednesday, or Thursday.

9. Are there any engravings on the devices? No.

10. Regarding the eighth point in Section 8. Condition of Equipment and Terms of Sale, "The selected vendor has 45 days to inspect the equipment and cull any charged device that fails to start up or has a cracked screen while at our facility. A refund for those devices will be remitted." Does Talbot County Public Schools intend to have the selected buyer conduct the device evaluation at the school facility where the devices are currently stored? If so, will workbench space and power be provided to conduct the evaluation? The successful high bidder, after payment, will be permitted to conduct a final review on our premises. A table and power strip/chargers will be provided. Once the product leaves our facility, there will be no returns or credits.

11. As an alternative to on-site evaluation, if that is the District's intent, would Talbot County Public Schools consider allowing the testing and grading of the assets during those 45 days to take place off site at the processors' local facility if the result were a higher purchase price for the tested/working devices and a scrap rebate for the damaged/non-working devices? An off-site evaluation is not under consideration.

12. Can TCPS provide an estimate of the percentage of devices that are expected to fail start-up and/or have cracked screens? There are no screen breaks that we know of as each device was inspected and wiped. There may be some devices that did not get a refreshed operating system. I would put that number at <1%.
