supplies/services required; submittal dates; number of copies required for submittal; funding amount and source; contract requirements (i.e., contract performance security, insurance requirements, performance and/or reporting requirements, etc.).
2. Note the City of Norcross’ staff member’s name, address, phone numbers and e‐mail address. This is the only person you are allowed to communicate with regarding the RFP and is an excellent source of information for any questions you may have.
3. Attend the Pre‐proposal meeting if one is offered. These meetings provide an opportunity to ask clarifying questions, obtain a better understanding of the project, or to notify the City of any ambiguities, inconsistencies, or errors in the RFP.
4. Take advantage of the “question and answer” period. Submit your questions to the Capital Projects Manager by the due date listed in the Schedule of Events and view the answers given in the formal “addenda” issued for the RFP. 7. Use the forms provided, i.e., sample budget form, certification forms, etc.
8. Check the City website for RFP addenda. Before submitting your response, check the City website at https://www.norcrossga.net/proposals.aspx to see whether any addenda were issued for the RFP.

1. INTRODUCTION
The City of Norcross is seeking proposals from qualified firms with experience in transportation planning and design for the development of a comprehensive safety action plan.
The City of Norcross is a rapidly growing community in the Atlanta metropolitan area. As the city grows, its transportation network faces increasing challenges, including congestion, pedestrian and bicyclist safety, and the need for equitable access to transportation resources.
The city is committed to safety and has received funding to develop a Safety Action Plan through the USDOT Safe Streets and Roads for All (SS4A) grant program. Using a Zero Vision basis, this plan will address the city’s safety needs, including in high-risk areas like the historic downtown and major roadways, ensuring that all residents, including underserved communities, can travel safely.
2. ACTION PLAN SCHEDULE
Milestone Schedule Date Planned Final Plan Publicly Available Date February 1, 2027 Planned SS4A Final Report Due June 1, 2027
3. BACKGROUND
The City of Norcross has been awarded a Planning and Demonstration grant under the US Department of Transportation’s Safe Streets for All Program. The program seeks to “improve safety culture, increase collaboration across all safety stakeholders, and refocus transportation system design and operation on anticipating human mistakes and lessening impact forces to reduce crash severity and save lives. Components of a successful safety action plan include the following:
1. Leadership commitment and goal setting
2. Planning structure
3. Safety analysis
4. Engagement and collaboration
5. Policy and process changes
6. Strategy and project selections
7. Progress and transparency
4. PROJECT SCOPE
Task 1— Project Management The consultant will manage the plan development process, including public engagement events, data collection, stakeholder coordination, and final deliverables. The consultant will be responsible for developing and maintaining a project plan and schedule, leading biweekly meetings with the City of Norcross project team, submitting regular (as determined by city and FHWA terms) progress reports and invoices for payment.
Task 2 – Stakeholder Engagement The consultant will be responsible for developing and implementing a stakeholder and public engagement plan to inform the plan development. Special attention should be paid to community demographics and language needs in the development of outreach materials, including flyers, emails, social media posts, and event invitations. Additionally, the consultant shall provide avenues for residents and business owners to submit feedback in their preferred language, whether through translated surveys, comment cards, or online platforms. The stakeholder engagement plan shall include (at the minimum):
• Identification of key communities disproportionately impacted by traffic risks
• Communication strategy for online and in-person stakeholder engagement
• Support the City in forming a steering committee or working group that provides direction and feedback on the planning process.
• Coordination with the City’s Marketing & Communications team to develop branding and messaging strategy in support of the project goals
• Provision of materials for City website and public communications
• Timeline for stakeholder and public engagement activities.
• A minimum of 2 public engagement events to garner feedback on plan recommendations.
Task 3 – Data Collection & Safety Analysis The consultant will collect data needed to conduct an analysis of existing safety conditions and historical trends that provides a baseline level of crashes involving fatalities and serious injuries across the City. The consultant will also assess the quality and completeness of existing available data. The safety analysis shall include an examination of historic crash data (including locations and severity) and contributing factors and crash types by relevant road users (personal motorists, bicyclists, pedestrians, freight, etc.). An analysis of systemic and specific safety needs should also be performed as needed (e.g., high-risk road features, specific safety needs of relevant road users, public health approaches, analysis of the built environment, demographic, and structural issues, etc.).
The consultant will collect and review existing programs, policies, planning documents and provide a summary of the current state of efforts to address transportation safety in the City of Norcross. The consultant should also review best practice strategies employed by other cities to address safety, identify programs with evidence of measurable success, and provide an assessment of the most effective and efficient methods used to achieve outcomes. Examples of current policies, plans, and data repositories to review and assess include:
• City of Norcross 2045 Comprehensive Plan
• Buford Highway Master Plan
• City of Norcross Sidewalk Inventory
• City of Norcross 2025 Parking Study
• City of Doraville Safety Action Plan for Buford Highway
The consultant will develop recommendations based on literature, policy, and data review and analysis.
Task 4 – Implementation Matrix The consultant will develop an implementation matrix that identifies potential projects, strategies, recommendations, and a schedule for pursuit of future grant opportunities. The implementation matrix will list potential projects that are feasible and applicable for grant funding, conceptual infrastructure improvements with estimated costs, and schedule for implementation. Considerations should be made for budgetary and staff capacity required to achieve traffic safety goals and meet SS4A objectives after plan adoption. A project readiness timeline for each strategy and project should be included for short-term (0-5 years), mid-term (5- 10 years), and long-term (10+ years).
Task 5 – Data Dashboard The consultant will develop a method to measure progress over time upon adoption of Safety Action Plan. The consultant shall create a public-facing dashboard hosted on the City website as well as document the process for the City to maintain and update the dashboard.
Task 6—Action Plan The consultant will develop a comprehensive set of projects and strategies to address safety based on data, best practices, stakeholder input, and existing policies and plans. Interventions may address policy, infrastructure, behavioral, and/or operational safety-related factors and may be organized around focus and/or emphasis areas identified in the plan. Strategies should incorporate the principles of the Safe System Approach. An administrative draft of the Safety Action Plan should be prepared for staff and the steering committee’s review prior to finalization of the document. A report should be able to be used both digitally and in hard copy format and should include meeting summaries, technical analyses, and public outreach materials as appendices of the final plan report. The consultant will be responsible for presenting the plan to the City of Norcross Mayor & Council for adoption. The final plan shall be made publicly available on February 1, 2027, and the SS4A final report is due to The US DOT on June 1, 2027.
Task 7 – Executive Summary The consultant shall develop an executive summary with a fact sheet to easily communicate high level planning document takeaways. The summary should include graphics, plan highlights and be visually engaging.
