SECTION II - SCOPE OF SERVICES

1. Background

In 2021/2022, the City of Ann Arbor went live with Tyler’s Enterprise Permitting and Licensing (EPL, formerly known as Energov) and launched stream.a2gov.org, a self-service website for permits, plans, and licenses. The implementation process took two years and much of the configuration was migrated from our prior system, TrakIt. Since going live, we have worked continuously to improve configurations to better suit the new system, such as case types/workclasses, workflows, and custom field application questions.

The Building and Trades department is now seeking a consultant with experience in permitting – and, ideally, also with EPL – to evaluate and improve its permitting configuration and review processes across both the public-facing and internal permitting systems and advise on areas of improvement both internally and externally.

As of September 2025, we have also been selected as part of a University of Michigan’s School of Information’s (UMSI) course project collaboration. As a result, there will be one or more U-M students assigned to work with us in second semester (January thru April 2026) to conduct interviews of staff and public users to identify areas of improvement for stream.a2gov.org. Recommendations may include an overhaul of help documentation, clarifying application case types (descriptions or titles), redesigning the home page (within limits of the application), or constructing a dictionary of Questions and Answers that could be utilized with a chatbot tool.

2. Objective

The primary objective is to identify opportunities for streamlining, simplifying, and enhancing the efficiency of the City’s building and trade permit workflows and related configurations. This includes reviewing current processes, custom field form structures, contractor certification protocols, and workflow configurations in comparison with best practices and standards from similar municipalities.

The consultant will collaborate closely with City staff, including the system administrator, relevant departmental personnel, and (depending on timing) UMSI student working on a related project. Recommendations will support both operational efficiency and adherence to applicable codes and regulations.

3. Requirements

The selected consultant will be expected to:

1. Collaborate with the City’s system administrator, staff, and student intern(s) to conduct a comprehensive review of current permitting processes and configurations.

2. Review existing documentation to better understand internal processes.

3. Analyze the City’s building and trade permit case types and workclasses, including associated custom form fields, required attachments, and contact types, with a focus on simplification and consolidation.

4. Review the City’s contractor certification requirements to assess accuracy, efficiency, and appropriateness.

5. Advise on the potential benefits and feasibility of integrating state license data in lieu of the City’s current certification process.

6. Evaluate current workflow configurations for all building and trade case types, and provide recommendations for edits that could enhance process efficiency and reduce turnaround times while maintaining compliance with relevant code requirements.

7. Provide comparative analysis using permitting practices and configurations from comparable cities.

8. Work in partnership with the UMSI student-led project to determine which recommendations should be prioritized and implemented.

9. If the consultant has demonstrated experience and expertise in EPL (Enterprise Permitting & Licensing) configuration, they may also be expected to assist with implementing configuration changes resulting from their recommendations.

10. Confirm that you are willing to work with procurement procedures and contract routing process. Please address whether any of the following would pose a problem for you:

a. All contracts must be provided in a word doc format for our legal department review prior to signing.

b. Contracts are signed within City of Ann Arbor Docusign. We do not log into outside signing software.

c. We use myCOI to upload insurance requirements for our vendors. A point of contact must be provided who will be the responsible party for MyCOI alerts and updates.

d. Please provide a sample certificate of insurance or a statement attesting insurance coverage that contains professional liability and at what level.

Consultant’s Proposal In keeping with the objective, the description, the requirements, and the consultant’s tasks as previously indicated in this Request for Proposal, the consultants submitting proposals shall outline in detail the manner in which the consultant shall work with the City to fulfill the City’s needs.

The outline at a minimum shall address:

A. Staffing and personnel, including their experience with building and permitting as well as EPL if applicable.

B. Is this an organization or a freelance individual consultant?

C. Communication and coordination.

D. Compatibility with city’s standards, goals, and objectives.

E. Working relationship between consultant and City staff.

F. Information which will assist the City to determine the consultant’s capability of performing the work.
