The A/E Manual as defined in the George Mason University Higher Education Capital Outlay Manual (HECO Manual), current edition, as amended, shall apply to the contract awarded pursuant to this RFP and is incorporated by reference herein in its entirety.

Proposer's attention is directed to Chapter 2, Definitions, for definitions of terms used in this RFP.

The terms "Agency" and "Owner" are used interchangeably in the material referenced in this RFP and mean the public body issuing this solicitation for services and with whom the successful A/E Proposer will enter into an agreement. For purposes of clarity and uniformity in this RFP, only the term "Agency" will be used herein.

Proposer's attention is also directed to the Terms and Conditions of the A/E Contract (CO-3a).

II. PURPOSE

The purpose of this Request for Proposals (RFP) is to solicit proposals and enter into a contract through competitive negotiations for the professional services of a qualified Architectural/Engineering (A/E) firm, authorized to do business in the Commonwealth of Virginia, with demonstrated experience in the planning, programming, design, and construction administration of collegiate athletic facilities, stadiums, and related sports venues.

The selected firm shall provide comprehensive professional services for the design and construction of a new baseball stadium at George Mason University's Fairfax Campus. Services necessary to deliver a modern, sustainable, and high-performing collegiate baseball facility.

The project is intended to create a premier NCAA Division I baseball venue that enhances the student-athlete experience, supports competitive excellence, strengthens fan engagement, promotes community connection, and advances the strategic goals of George Mason Athletics. The A/E shall provide all services in accordance with the current edition of the George Mason University Higher Education Capital Outlay (HECO) Manual, applicable state regulations, and all directives governing the design and construction of public facilities in the Commonwealth of Virginia.

III. BACKGROUND

George Mason University seeks to replace and upgrade its existing baseball stadium to better support the University’s athletics program, student-athlete experience, campus identity, and long-term operational needs.

As “Northern Virginia’s Team,” George Mason University envisions this project as more than a facility upgrade—it is an opportunity to create a premier collegiate baseball venue that serves as a regional destination and a unifying asset for Mason Nation and the broader Northern Virginia community.

This project is aligned with the George Mason Athletics strategic plan, “Patriots United.

Together We Thrive.,” which is grounded in the mission to inspire and transform lives through the power of sports and the purpose of uniting communities by developing champions. The new stadium should reflect and advance these principles by fostering exceptional student-athlete experience, strengthening competitive positioning, enhancing fan engagement, and expanding opportunities for community connection and storytelling.

As a member of NCAA Division I athletics, George Mason University is committed to providing safe, functional, and high-quality facilities that support athletic performance, student engagement, and community participation. The baseball program requires a modern venue that aligns with current standards for intercollegiate competition while advancing key strategic priorities, including:

• Elevating the student-athlete experience through state-of-the-art training and support spaces

• Positioning the program for sustained competitive success within the Atlantic 10 Conference and national landscape

• Expanding revenue generation and resource optimization opportunities

• Strengthening the visibility and storytelling of George Mason Athletics

• Creating a championship culture that reflects the University’s values of teamwork, inclusivity, accountability, ambition, and innovation

The proposed project is intended to deliver a renewed baseball stadium environment that improves the experience for student-athletes, coaches, staff, spectators, alumni, and visitors. The University also seeks a facility that can serve as a platform for engagement—hosting events, youth programming, and community activities that reinforce George Mason’s identity as Northern Virginia’s team.

In addition to athletic performance and event operations, the University envisions the new or substantially renovated stadium as a durable, efficient, and flexible asset that supports long-term institutional goals. The project should incorporate sustainability, resilience, and operational efficiency, while also allowing for innovation in fan experience, branding, and technology integration.

Through this RFP, George Mason University seeks to engage a qualified architectural and engineering team capable of translating this vision into a cohesive, high-impact facility that reflects the aspirations of Mason Athletics and the region it represents.

The facility shall embody George Mason’s identity as “Northern Virginia’s Team,” serving as both a competitive home for Patriots baseball and a vibrant gathering place for the region.
