About this file
This is a vendor registration requirements document for the eVA system related to an Architectural/Engineering (A/E) services procurement by George Mason University in Virginia. The document establishes the mandatory registration and compliance requirements that prospective vendors must fulfill to participate in the RFP #247-252354-AE for design and construction administration services of a new baseball stadium at George Mason University's Fairfax Campus. The project scope encompasses comprehensive professional services including planning, programming, design, and construction administration for a modern, sustainable NCAA Division I collegiate athletic facility. Qualified firms must be authorized to do business in the Commonwealth of Virginia and demonstrate extensive experience in the design and construction of collegiate athletic facilities, stadiums, and related sports venues. The selected A/E firm will be responsible for delivering services in accordance with George Mason University's Higher Education Capital Outlay (HECO) Manual, applicable state regulations, and directives governing public facility construction in Virginia.
The attachment details the specific eVA vendor registration prerequisites and system requirements that bidders must complete prior to proposal submission. All interested A/E firms must establish and maintain active vendor accounts within Virginia's eVA procurement portal, ensuring compliance with state registration protocols and documentation standards. This registration requirement applies uniformly across all bidders regardless of size or incumbent status, establishing a standardized procurement process through the Commonwealth's centralized electronic procurement system for this competitive solicitation.

DSBSD is the Virginia Department of Small Business and Supplier Diversity, a new department which went into effect 1/1/2014. The operations of the former Department of Minority Business Enterprise (DMBE) are currently being transitioned into DSBSD. Until such time as the transition is complete, consider “DSBSD-certified” and “DMBE-certified” to be equivalent terms.
