About this file

This is a Questions and Answers document from the Maine Department of Health and Human Services, Office of Child and Family Services regarding RFP 202607116 for Monitored Visitation Services. The RFP solicits proposals to provide monitored visitation services for children in out-of-home placements across four geographic districts, with an anticipated monthly service demand ranging from 500 to 700 hours depending on district. The state plans to make four awards, one per district covering: District 1/2 (York, Cumberland, and Sagadahoc counties), District 3 (Androscoggin, Oxford, and Franklin counties), District 5 (Kennebec and Somerset counties), and District 6 (Penobscot and Piscataquis counties). Services must operate Monday through Friday from 7:00 a.m. to 7:00 p.m., Saturdays from 7:30 a.m. to 7:00 p.m., and Sundays from 12:00 p.m. to 5:00 p.m. An informational meeting was held prior to the questions deadline of July 28, 2026, with proposals due August 14, 2026. The initial contract period runs October 1, 2026, through September 30, 2028, with two optional two-year renewal periods. Contract execution requires approval by the State Procurement Review Committee.

Staffing must include visit monitors and either a supervisor or a program manager, with a maximum caseload of up to three visits per staff member. Cloud-based storage requirements are at the bidder's discretion. Pricing must be submitted as a single all-inclusive rate per unit representing one hour of monitored visitation, with the state requesting best value pricing in the initial submission and declining to seek best and final offers. Proposals are scored on a 100-point scale: Organization Qualifications and Experience (30 points), Proposed Services (40 points), Cost Proposal (25 points), and Budget Narrative (5 points), with the lowest cost proposal receiving full cost points and others scored proportionally. All staff must undergo background checks and mandated reporter training prior to service delivery, maintain video recording capabilities, complete documentation within five business days of visits, and enter all notes into the Department's Child Welfare Information System. Performance standards include scheduling 90 percent of referrals within seven calendar days and intervening 100 percent of the time when child safety is compromised.
