About this file

This document is a Question and Answer (Q&A) addendum to RFP 202605092 issued by the State of Maine Department of Health and Human Services, Office of Child and Family Services, for Professional Development Network Service Delivery. The RFP requests proposals for delivery of approximately 30 facilitated training courses offered through an average of 100 virtual and in-person sessions annually, plus approximately 15 on-demand trainings aligned with core knowledge areas in early care and education. The scope also includes management of Department-approved credentials, support for Maine's Early Care and Education Registry and Quality Rating and Improvement System, collaboration with the University of Southern Maine, and maintenance of the Consumer Education website. The contract will be awarded as a single contract with an initial two-year performance period from January 1, 2027, through December 31, 2028, with two optional renewal periods extending through December 31, 2031. Proposals were due July 23, 2026, with written questions due by July 1, 2026. The awardee must employ no more than 10 staff and establish an advisory structure with external partners convening at least three times annually.

The resulting contract will be cost reimbursable, with bidders submitting pricing as a fixed amount for the initial performance period without a cap on the award amount. Bidders must submit Appendix G and a Cost Proposal Form Excel spreadsheet through the Vendor Self Service (VSS) system; no budget narrative is required. The RFP evaluation will be scored on a 100-point scale with Organization Qualifications and Experience (25 points), Proposed Services (40 points), and Cost Proposal (35 points), with full points awarded to the lowest cost proposal and others scored proportionally. Primary funding is the federal Child Care and Development Fund (CCDF). No best and final offer process will be conducted. Bidders are permitted discretion on proposing a new Learning Management System or using an existing one, on interpreting the ten-person staffing limitation as individual personnel or full-time equivalents, and on award amount requests. The RFP coordinator is Casandra Manson, Procurement Administrator.
