About this file
This Request for Proposal (RFP 2026-0036-181) is issued by the City of Cedar Park, Texas, for an indefinite deliverable/indefinite quantity (IDIQ) agreement for the non-site specific installation and/or replacement of traffic signal equipment. The scope of work encompasses installation and replacement services for detection sensors, connected vehicle roadside units, retroreflective signal head backplates, retroreflective signal head backplate border tape, LED blank-out signs, ATC traffic signal cabinets, vehicular signal heads, APS push button stations, internally illuminated street name signs (ILSN), and associated wiring in existing conduit. Materials will be furnished by the City of Cedar Park, though if the City does not have necessary materials and the contractor furnishes them, the City will pay no more than 5% above the contractor's verified cost. The RFP was issued on September 8, 2026, with a question deadline of September 15, 2026, at 5:00 PM and a proposal due date of September 25, 2026, at 2:00 PM. The tentative award date is November 2026. The contract term shall be for one year beginning upon execution, with automatic renewal for up to four additional one-year periods. Proposals must be submitted electronically through Texas BidNet Direct or delivered by hard copy in sealed form to the City of Cedar Park Finance Department at 450 Cypress Creek Road, Building 1, Cedar Park, Texas 78613, with one original, one copy, and one USB flash drive.
Proposals will be evaluated on proposer qualifications and experience (10%), product features and specifications (40%), and price (50%), with the City reserving the right to award to the proposer offering the best value rather than the lowest price. Unit prices must be provided for 17 specific line items covering various installation and removal tasks. Pricing shall remain firm for the first 24 months, with potential annual price increases thereafter limited to the lesser of the Consumer Price Index or 5%, not exceeding 25% of the original unit price. The successful proposer must carry workers' compensation, commercial general liability, and commercial automobile liability insurance with minimum limits specified in the RFP. Proposers must demonstrate at least three years of continuous experience in providing similar traffic signal equipment installation services within the last five years and provide at least five references. A master electrician licensed by the Texas Department of Licensing and Regulation with at least five years' experience, or a journeyman electrician with at least ten years' experience, must oversee all traffic signal and street light work. Minimum resource requirements include at least one bucket truck or aerial lift with a minimum 35-foot reach (50-foot preferred) and one boom truck or hydraulic truck crane. Performance and payment bonds may be required depending on contract value. At least a portion of this procurement is conditioned on the City receiving federal grant funds from the U.S. Department of Transportation through the Safe Streets and Roads for All (SS4A) grant program, and contractors must comply with all applicable federal requirements including 2 CFR Parts 200 and 1201.
